Attachment 4 - Oral Presentations

The Air Force District of Washington Contracting Directorate (AFDW/PKA), Joint Base Andrews, Maryland, is conducting Oral Presentations to identify a vendor that is capable of providing a custom built table and furnish Kimball International, Inc. chairs.

The Government will NOT reimburse any company or individual for any expense associated with preparing or presenting an Oral Presentation in response to this posting. The anticipated NAICS code is 337214.

INSTRUCTIONS:

The Air Force District of Washington Contract Directorate (AFDW/PK), Joint Base Andrews, MD, is conducting market research to identify potential sources that may be capable of providing a custom table and Kimball International, Inc. chairs.

A. Specific Instructions:

The following items are required to complete this requirement:

1. The table must meet the overall size requirements (see Attachment 6- Table Diagram). The top must feature a 3cm thick honed "New Venetian" granite top with bullnose granite edges sitting on a 1-1/8" thick wood sub-top with reverse bevel wood edges. There has to be a nine option #141-B power/data units with brushed aluminum lids. Each unit must be powered by a 12' cord with three prong plugs. The top will be supported by nine 2” thick panel bases. There must be a full height single wall modesty panel towards the inside of the table. Also, the stain must match the "Kimball Walnut Expresso" in the satin sheen on panel bases, modesty panels, and the wood sub-top edges.

a. Table box must include spaces or holes for, at a minimum:

i. One Ethernet cable per person

ii. Two mic cables per person

iii. An additional three AV cables at seat position nearest the screen on both sides

iv. One or two spare holes per table box

b. Table box must also include 3-pin power outlets, 3-4 quantity, with power cable long enough to reach the nearest floor box and plug into single outlet there. Please see Attachment 9- Drop-Box.

c. Provide easy access doors for cable installation and maintenance from floor box to table box.

d. Improve AV and Ethernet cable management over that in the existing ECR

1390323197A Highlight table, which are simple patch cables pulled from and pushed back into the table box. Retractors or built in couplers are preferred.

e. Consider the size and placement of the table with regard to the floor boxes. Table must meet or cover all six floor boxes, but all floor boxes must remain accessible (openable) after table installation. Maintain cable path inside from floor boxes to table boxes. Please see Attachment 10- Measurement of the Floor Drops.

f. The table must have lights on the front of the table where the sectional divides. The light switch must be easily accessible for each section of the table.

2. The chairs have a hi-back stature and are primarily black. The upholstery is Maharam Grade “L”. The upholstery pattern color is Cartouche 465988, 003 Horizon.

The caster has black hard dual wheels. The dimensions of the auditorium chairs are: high back chair: height 38 1/2" -43 1/2"; width 26” depth 26", arm height 26" - 31", seat height 16"-21", seat width 20 1/2", seat depth 18".

B. Oral Presentations. All materials presented shall be submitted to the Government on the due date of the RFP. Materials submitted will count as the technical portion of the evaluation.

1. Time Limit – The offeror’s oral presentation shall not exceed 30 minutes. The

Contracting Officer reserves the right to terminate the presentation if it overruns the prescribed time limit. During the presentation, the Technical Evaluation Team members will not interrupt the offeror to ask questions (except to request the repetition of inaudible words or statements or the explanation of terms that are unknown to them) or otherwise engage the offeror in any dialogue. There will be a question and answer period following the oral presentation for up to 30 minutes. In total, the offeror will be given 1 hour.

2. Offeror Attendees – The offeror shall submit attendees requiring base access. Due to security on Joint Base Andrews, a list of all attendees will be required during registration sign up. Upon receipt of a secured RSVP, send your registration information to Imani Payne at imani.d.payne3.civ@mail.mil. Registration opens upon posting of this notice, 15 June 2018 and closes at 12:00 PM EST on 25 June 2018. Additionally, if you do not have a military or government ID, you will need to provide the following information before the registration closing date.

3. -State/Tag Topics – The offeror’s oral presentation will address the following:

4. Presentation Media – Offerors are free to structure their oral presentations using 8½ ” x 11” view-graphs (slides, transparencies) or computer-generated media. If the offeror chooses to utilize an electronic projection, they must coordinate with the Government prior to the event. An overhead projector will be available at the oral presentation site.

The number of view-graphs (or other media) should be reasonable for the stated time limit for presentation. Use of these visual aids is at the offeror’s discretion.

5. Paper and Electronic Copies – The offeror may submit a final electronic version of their Oral Presentation materials as part of their written technical submission no later than 29 June 2018. Please see Attachment 1 – Instructions to the Offerors. Five (5) printed color copies of the final presentation shall be provided to the Government when the offeror begins their presentation.

6. Scheduling – Offerors must submit a request for Oral Presentation NLT 25 June 2018 to the Contracting Officer and shall include the offeror’s oral presentation preference time of 1:00PM, 2:00PM, 3:0PM, or 4:00PM EST on 27 June 2018. The Government reserves the right to reschedule presentations at the sole discretion of the Contracting Officer.

7. Location – The Oral Presentation site will be arranged with an overhead projector and TV screen provided. The location will be the Jones Building, 1500 W Perimeter Road, Joint Base Andrews, MD. The Government reserves the right to change the Oral Presentation site at the sole discretion of the Contracting Officer.

8. The Government will review all proposals to determine the degree to which the proposal meets or does not meet the requirements of the RFP.

C. Interested potential offerors may provide a written supplemental responses to their oral presentation.

Responses shall not exceed 10 pages. Include technical and descriptive text and photographs / illustrations to provide sufficient detail. The submitted documentation becomes the property of the United States Government and will not be returned.

Respondents shall clearly mark proprietary data with the appropriate markings. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. Any material that is not marked will be considered publicly-releasable.
