About this file
This document is a General Terms and Conditions Supplemental Rider for the SLAC National Accelerator Laboratory under executed DOE Contract No. DE-AC02-76SF00515.
The supplemental rider modifies SLAC's standard terms and conditions by incorporating, deleting, and updating various Federal Acquisition Regulation (FAR) clauses applicable to subcontracts. Section 1 incorporates 13 FAR clauses into all subcontracts, including provisions addressing small business utilization, DEI discrimination prohibitions, biased product reporting, ozone-depleting substances, refrigeration equipment maintenance, Buy American requirements for supplies and construction materials, text messaging while driving policies, security prohibitions and exclusions, commercial products and services, and privately owned vessel preferences for ocean transportation. Section 2 deletes 8 FAR clauses as no longer applicable, including provisions on Kaspersky Lab hardware and software prohibitions, segregated facilities, equal opportunity, and EPEAT-registered equipment acquisitions. Section 3 reflects changes to FAR thresholds effective through FAC 2025-06, including increases to the micro-purchase threshold (from $10,000 to $15,000) and simplified acquisition threshold (from $250,000 to $350,000), along with modifications to small business subcontracting plan thresholds. Section 4 establishes that cost accounting disclosure clauses apply to subcontracts of $2 million or more. Section 5 updates the invoicing and reimbursement hyperlink reference for subcontractor use.
