About this file

This document is Amendment No. 2 to a Contractor MSP (Master Service Provider) Terms and Conditions Agreement between the State of Wisconsin Department of Corrections and Allegis Global Solutions, Inc. The amendment was executed on August 31, 2020, modifying an original agreement dated March 5, 2019. The amendment establishes cooperative purchasing authorization that allows Wisconsin state agencies, municipalities, and other qualifying entities to participate in purchasing arrangements with Allegis Global Solutions under Wisconsin Statutes sections 16.70(1e) and 16.70(8).

The agreement covers materials, supplies, equipment, permanent person property, miscellaneous capital, or contractual services that participating agencies can procure directly from Allegis Global Solutions. The amendment includes provisions for interested agencies or municipalities to contact the contractor directly for orders, with those entities being responsible for receipt, acceptance, inspection of commodities and services, and direct payment to the contractor. A Letter of Participation mechanism is established through Exhibit A, which allows individual state agencies and contractors to document additional terms and conditions specific to their engagement. The Department of Corrections is explicitly noted as not being a party to individual purchases made under this cooperative purchasing framework and bears no liability for delivery or payment obligations.
