Section C- Descriptions/Specifications/Statement of Work
C.1 Performance Work Statement
Foreign Service Institute Transition Center Center of Excellence in Foreign Affairs Resilience
High Stress Assignment Outbrief Program Performance Work Statement
C.1.1 Background The George P. Shultz National Foreign Affairs Training Center of the U.S. Department of State is the U.S. Gov-ernment's primary training facility for personnel of the foreign affairs community. The Foreign Service Institute (FSI) is the Department bureau that provides training for employees of the Department of State and other feder-al agencies at the Shultz Center.
FSI Transition Center’s Center of Excellence in Foreign Affairs Resilience (FSI/TC/CEFAR) runs the High Stress Assignment Outbrief program, which occurs in either scheduled large group sessions (MQ950) or ad hoc individual and small group settings (MQ951).
C.1.2 Purpose and Scope of Work FSI is seeking Contractors to assist in implementing the High Stress Assignment Outbrief (MQ950 and MQ951) program. Contractors are needed to facilitate Outbrief Sessions with between one to 25 participants.
The overall aim of the program is to empower returnees from high threat diplomatic assignments around the world to predict, identify, and respond to the rigors of decompression, improve their resilience, and facilitate a discussion of their experiences and reflections on their assignments. The Outbrief Sessions are designed to be both educational and a safe environment for participants to reflect on their high stress assignment. The educa-tional section covers the basics of resilience, decompression, and resources available to employees and family members, including resources for mental health care. It will also explore suggestions for re-entering a more normative work environment and reintegrating into personal relationships after service in a high threat or high stress overseas assignment.
The facilitated reflective section includes a series of questions designed to elicit information and dialogue on the ever-changing circumstances and experiences of officers deployed to high threat and high stress posts and to help participants reflect on and process their unique experiences.
Contractors may also be asked to design lesson plans and evaluation surveys, develop resource materials, adapt scientific research for practical use, and other duties related to the development, implementation, marketing, and evaluation of the Outbrief program.
C.1.3 Anticipated Need CEFAR offers between 24-80 Outbrief Sessions per fiscal year; however, there will be no minimum guaranteed.
The number and timing of Outbrief Sessions depend on the flow of returnees from official assignments to high threat postings overseas. The rate and flow-through are highly variable throughout each year.
C.1.4 Description of Agreement The Government intends to award Blanket Purchase Agreements (BPAs) of a one-year base ordering period and four additional one-year ordering periods. This solicitation is not for U.S. government Civil Service jobs. Per-formance of these services will occur only as authorized by specific BPA Calls.
There is no specific commitment or obligation until BPA calls are issued. Calls will be issued under a BPA based upon the Government's need and according to FSI's determination of what is most advantageous to the Government. FSI does not guarantee any minimum level of work under any resultant BPA.
C.1.5 Incorporation of Contractor’s Technical Quote The contractor shall provide facilitator Outbrief services in accordance with its technical proposal and any revi-sions submitted in response to this solicitation prior to contract award. The final version of the Contractor’s technical proposal will be/is incorporated into this Section C by reference at the time of BPA award. The awar-ded Contractor shall also furnish the Contracting Officer with a soft copy of the technical proposal (.pdf file) at time of award notification.
C.1.6 Purchase Limitation There will be no limit to the number of calls issued under the BPAs, however, the value of all orders placed un-der BPA awards will not exceed $7 million dollars .
C.1.7 Individuals authorized to purchase under the BPA Only an FSI Contracting Officer may enter into agreement with the Contractor through the issuance of a BPA Call. Only an FSI Contracting Officer can make modifications to the BPA or BPA Call through a bilateral modification.
Prior approval by the Contracting Officer and Contractor Officer Representative for subcontracting is required and must be documented.
C.1.8 Invoices FSI invoicing procedures are detailed in the Terms and Conditions of the solicitation and resultant BPA awards (see FSI1 clause).
C.1.9 Definitions Contractor: The small business contractor who will be ultimately responsible for services rendered and billing.
Outbrief Facilitator: The person tasked with facilitating the High Stress Assignment Outbrief sessions. The Contractor may be the same individual as the Outbrief Facilitator.
Course Coordinator: The CEFAR staff member assigned to oversee the design and implementation of the High Stress Assignment Outbrief program.
Outbrief Session Report: A narrative of each Outbrief Session reviewing the major issues discussed not to ex-ceed two type-written pages that follows the template provided in the Outbrief Facilitation Guide.
Outbrief Facilitation Guide: A guide to facilitating an Outbrief Session provided by FSI to the Contractor and Outbrief Facilitator. The guide will be updated as needed.
C.1.10 Desired Outcomes The desired performance outcomes for these services are as follows. At the conclusion of each Outbrief Session, participants shall:
• be able to identify normal decompression symptoms many individuals experience after completing high threat/high stress assignment,
• understand the concept of personal resilience and how to enhance and maintain their own personal resili-ence,
• be able to identify when to seek help,
• know how to access resources available to them within and outside the U.S. government and the implica-tions of accessing these resources,
• be aware of the types of concerns and issues individuals face when returning from a high threat/high stress assignment, and
• have started to process their own personal responses to serving in a high threat/high stress assignment.
C.1.11 Fully Loaded Firm Fixed Price Session Rate One Outbrief Session includes all preparation, between one to three hours of education and facilitated discus-sion in an Outbrief Session, and the time necessary to write an Outbrief Session Report. The exact amount of time allocated for education/discussion in each session will depend on the needs of Outbrief Session parti-cipants and should address the desired outcomes for all participants.
The Contractor is entitled to bill at one session rate per Outbrief Session, regardless of the number of parti-cipants or the duration of the session (from one to three hours). The Contractor must include travel to/from Ar-lington in the session rate.
C.1.12 Notional Hourly Rate The hourly rate will be used to develop firm-fixed price BPA calls based on mutually agreed project parameters and the time required to complete each project. Once the project scope/deliverables and agreed upon hours are formalized via a funded BPA call, the firm fixed price is not subject to change.
C.1.13 Facilitator Qualifications Outbrief Facilitators shall have the following professional experiences and skills:
1. At least five (5) years of professional experience facilitating individual, small, and large groups is pre-ferred. May be met with a combination of experience and post-graduate education in education, social work, or psychology.
2. At least five (5) years of professional experience dialoguing with individuals and documenting their ex-periences and reflections is preferred. May be met with a combination of experience and post-graduate education in education, social work, or psychology.
3. Significant professional familiarity with supporting individuals in high stress occupations particularly in international settings.
4. Significant professional familiarity with individuals who may have social or occupational stress-related psychological or relational issues.
5. Significant professional familiarity with the functioning and mission of U.S. diplomatic, development, and federal Government efforts overseas.
C.1.14 Tenuring After initial award of contract, all new Outbrief Facilitators must be announced by the Contractor, vetted by the Contracting Officer Representative (COR) and Course Coordinator, and complete the tenuring process before performing their first independent Outbrief Session.
Upon award of contract, each Outbrief Facilitator will be required to undergo a tenuring process in which he/she will attend a two-hour orientation meeting, observe one Outbrief Session conducted by an experienced Outbrief Facilitator, and facilitate one Outbrief Session while being observed by a CEFAR staff member.
Upon award of contract, CEFAR will provide the Contractor and each Outbrief Facilitator an Outbrief Facilita-tion Guide that is subject to change as the program is updated. As updated are released they will be shared with all awardees. The Outbrief Facilitator must comply with the Outbrief Implementation Guide.
The orientation meeting and observation of one Outbrief Session should be built into the Fully Loaded Firm Fixed Price Session Rate and are not separate billable line items under a resultant BPA. The Outbrief Session conducted while being observed by a CEFAR staff member should be billed at the Fully Loaded Firm Fixed Price Session Rate.
C.1.15 Contractor Responsibilities for Delivery of Outbrief Session Services The Outbrief Sessions take place at the National Foreign Affairs Training Center in Arlington VA. On rare oc-casions, the Facilitator may conduct an Outbrief Session remotely (including but not limited to by phone or Skype) which would not require the Facilitator to be at the Training Center. Facilitator must arrive 15 minutes prior to the start of the scheduled Outbrief session and must be available for a complete session.
The Outbrief Facilitator must take notes during the session and email the Outbrief Session Report to the COR and Course Coordinator within forty-eight (48) hours of the Outbrief session. Names of participants shall not be identified in the reports. Reports must be identified by the day and hours in which the Outbrief Sessions took place.
Once scheduled, the Outbrief Facilitator should cancel sessions only in cases of extreme emergency or illness and must do so by calling and emailing the Course Coordinator or CEFAR staff who scheduled the session and COR as soon as possible.
Outbrief Facilitators who do not possess a Confidential, Secret, or Top Secret security clearance must inform participants that they should not discuss issues of a classified nature during the Outbrief. If a participant feels it is necessary to describe an issue or circumstance that is classified, the Outbrief Facilitator should refer the parti-cipant to the Course Coordinator or the CEFAR Director. FSI does not require and will not provide sponsorship to obtain a clearance for performance under this BPA.
The Contractor and Outbrief Facilitators must work with the COR, Course Coordinator, and other CEFAR staff members to address any issues with the implementation of Outbrief program and to be responsive to feedback from Outbrief Session participants.
The Contractor and Outbrief Facilitators are expected to share best practices, incorporate new evidence-based research findings, and collaborate to ensure the highest possible quality offering possible through the Outbrief program.
C.1.16 Contractor Administrative Responsibilities The Contractor and all associated Outbrief Facilitators must attend a minimum of two one-hour meetings per year with the COR and Course Coordinator to review participant feedback, objectives, and course design. The cost of these meetings should be built into the Fully Loaded Firm Fixed Price Session Rate.
The Contractor is responsible for maintaining and updating DUNS numbers and Sam.gov registration including Representations and Certifications and in ensuring their accuracy and validity.
It is the responsibility of the Contractor to update FSI with any changes in financial information for proper billing and payment.
C.1.17 Government Responsibilities A CEFAR staff member will contact Outbrief Facilitators via email (COR/Course Coordinator will be copied) to determine availability for upcoming Outbrief Sessions.
Should it be necessary to cancel or postpone one or more of the Outbrief Sessions, every effort will be made to give the Contractor and Outbrief Facilitator a minimum of twenty four (24) hours’ notice prior to the scheduled start of the specific Outbrief Session in question. Outbrief Sessions are scheduled on an ad hoc basis and are contingent upon a variety of factors not under the control of the COR, CEFAR, FSI, or the Department of State.
Travel arrangements from war and other conflict zones, for example, are typically fraught with unpredictability, flight cancellations, and other disruptions that can cause the cancellation or postponement of an Outbrief Ses-sion.
Should a scheduled Outbrief Session result in a no show (in other words, the participant(s) did not formally can-cel the session and did not arrive within 15 minutes after the scheduled start time of a session, and the Outbrief Facilitator arrived prepared for the Outbrief) the Contractor will be permitted to bill for 50% of the session rate.
A U.S. Department of State mental health practitioner may co-facilitate some of the Outbrief sessions, particu-larly the larger sessions.
The Government will provide all necessary teaching materials and supplies to perform the duties listed above.
C.1.18 Special Projects Requests for the Contractor to design lesson plans and evaluation surveys, develop resource materials, adapt scientific research for practical use, or engage in other duties related to the development, implementation, mar-keting, and evaluation of the Outbrief program and the hours required to complete a project will be negotiated in advance between the COR and Contractor. While most Special Projects can be completed from any location, some of this work will need to be conducted at the Training Center in collaboration with CEFAR staff.
Once a project plan (including estimated number of hours and required deliverables) is mutually agreed upon, a firm fixed price BPA call will be issued. The price of the BPA call will be determined by multiplying the agreed upon number of hours by the awarded contractor’s Notional Hourly Rate. Once the BPA call has been issued, the Government may not alter the scope of the project (quantity of deliverables, etc.) and the contractor may not revise the firm fixed price. Please see “National Hourly Rate” section. Prior to acceptance, the COR reserves the right to inspect special project deliverables for quality standards and to confirm that the expectations of the agreed upon project plan were met.
The Contractor cannot increase the hours without prior approval from the COR. The hours spent on a project are billable at the established hourly meeting rate. The Government will not pay travel costs.
C.1.19 Expectation of Confidentiality Information shared by participants in an Outbrief session will be held in confidence. Details and verbatim re-ports will not be shared with anyone beyond the Outbrief Facilitator, COR, and Course Coordinator. Reports will be written with the participant’s anonymity in mind. This is to protect the individual, encourage open and honest dialogue, and maximize the benefit of the Outbrief program.
C.1.20 Data Rights All materials developed by the Contractor and their associated Outbrief Facilitators become the property of the Government, including Outbrief Session Reports, and the Contractor may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of FSI, or publish them in any fashion without the express permission of the CEFAR Director.
C.1.21 Order Period The BPA period anticipated is for a base year with four (4) one-year ordering periods. Actual BPA Calls for ser-vices may be issued after the date of award.
C.1.22 Quality Assurance The COR determines acceptability of services according to this PWS and performance metrics. The Govern-ment has the right to inspect and approve all services called for in orders issued under the BPA.
C.1.23 Technical Direction
The COR shall provide guidance regarding the interpretation of this PWS. The COR and Course Coordinator will provide guidance regarding the interpretation and application of the Outbrief Implementation Guide.
Contractor is expected to carry out responsibilities in a professional and timely manner as defined in this PWS.
