SFSIAQ17Q6000 A001 Q&A
Questions are listed in black below. The Government’s answers appear beneath each question in red
1. We have read the solicitation closely and have an excellent candidate for this task. He is also a counselor besides being a wonderful facilitator with the required experience. However, his exposure to high stress situations was when he was at Air Force in a foreign country over 5 years ago. The past performance requirement states that all projects must be done within 5 years. Is it possible to allow for experience with more than 5 years?
Yes. Please see this change in L-3.3. However, more recent experience (within 5 years) is preferred.
2. I am confused by the “special projects” section. Are the items listed things that will be requested at the end of each Out Brief Session?
No. Special projects will be requests that are distinct from individual out-brief sessions and may involve items such as redesigning the course handout or rewriting curriculum designs.
3. It states that the Out Brief Session will be either “large group sessions”, “Ad hoc Individual sessions” or “Small group sessions”. What variables will determine how the briefings are delivered? Who makes the decision?
All sessions will follow the same general format but the facilitator will determine the best way to involve participants depending on the size of the group. For example, a one-on-one session may be facilitated differently than a session with 20 participants.
4. The solicitation requires at least 5 years professional experience for Key Personnel. Can the number of years experience requirement be met with a combination of experience and education, such as a masters degree in an appropriate field plus professional experience less than 5 years?
Yes. Please see the specific changes in Section L-3.2 and Section C.1.13. However, 5 years of professional experience is preferred.
5. Are all documents to be submitted electronically and/or delivered by hard copy to the
Acquisitions Office?
Quotes shall be submitted electronically in accordance with the requirements of Section L.
No hard copy quotes will be accepted.
6. As I am the Key Personnel, I have sent electronic requests to three references using the evaluation form for past performance included in the solicitation. I also included the cover letter. Is this the correct procedure?
The past performance questionnaire is sent to each contract reference in accordance with
Section L-3.3. The same references may be listed for Key Personnel per L-3.2
7. To ensure fully informed responses, would FSI provide the following numbers for the past year or past three years, regarding the sessions:
• Total number of sessions, - in 2016, FSI had approximately 150 sessions
• Total number of participants, in 2016, FSI had approximately 150 sessions with approximately 190 total participants
• Average session duration, and- the average session duration is 2.5 hours
• Average session size? – session sizes ranged from 1 participant to 24 participants – we do not have an average session size
8. The solicitation on page 42 states “Text shall be 12 point or larger, double-spaced, using
Times New Roman font type.” Are we correct in understanding that all narrative sections of
Volumes I-III require double-spacing? If so, we kindly ask FSI to consider waiving the double-spacing requirement for all volumes, or at least for Volume II.
Double spacing is waived for Volumes I-III. This requirement has been removed from
Section L.1
9. Are we correct in understanding that the Outbrief Facilitator will not schedule or coordinate sessions with the participants?
Yes. Outbrief Facilitators will not coordinator or schedule directly with participants.
10. The solicitation on page 42 states:
All pages shall be sequentially numbered by volume.
Page margins for text pages and foldouts shall be a minimum of one inch at the top, bottom, and each side. Each page shall, within the one inch top or bottom margins, set forth the solicitation number and name of the offeror. This is the only information that can be displayed within the margins.”
Can quotes include page numbers within the 1” margin?
Yes, quotes shall also include page numbers within the 1” margin.
11. Regarding the discussion of Factor 4-Oral Presentation on page 45 of the solicitation, shall the content of the oral presentation be created by the Key Personnel or will it be based on the existing Outbrief Facilitation Guide?
Content will be created by the Key Personnel. Key Personnel will be expected to facilitate a discussion with between 6-10 participants for 20 minutes based on material the Key
Personnel develops. FSI will be evaluating facilitation skills not content. Please see changes in Section L-3.4
12. Page 11 of the solicitation states that “The Contractor and Outbrief Facilitators are expected to share best practices, incorporate new evidence-based research findings, and collaborate to ensure the highest possible quality offering possible through the Outbrief program.” Is this expected to occur in the course of normal communication with the COR and Course
Coordinator, through Special Projects or another channel?
In the course of normal communication with the COR and Course Coordinator and through special projects.
