Text version

1. Could you please provide the incumbent contract number?

There are multiple incumbents.

2. If not, is this a new requirement?

No

3. Is it possible to assign reading materials prior to delivering the session?

Yes, but mandatory advance reading must not require more than two hours at most. Otherwise it’s fine to make an optional reading list and people with sufficient time will do so.

4. Can the two sessions, PP217 and PP224, be delivered on the same day?

No

5. Shall the fully loaded fixed price rate (p.8) be calculated for the National Foreign Affairs Training Center in Arlington, VA, as place of performance (p. 16)?

Yes. NFATC is the primary training location

6. Do proposals delivered by courier also need to arrive 3-4 days before the deadline to accommodate for inspection by designated security personnel?

No

7. Past Performance Questionnaire email option (Part II, F): How do you verify the signature when using the email option?

We reserve the right to call the POC to verify the form and signature are valid. Forms can also be faxed to 703-302-7698

8. Is this a new requirement or is there an incumbent contractor? If incumbent, please provide the name of the incumbent and current contract number.

See #1 and 2.

9. Are oral presentations anticipated prior to award?

The government reserves the right to conduct oral presentations prior to award

10. Is the contractor responsible for reproduction and/or distribution of pre-course, course, and post-course materials to pilot participants?

The contractor is responsible for the production of materials that he/she wishes to use during the course

11. Under “Invoicing Instructions” in Section G, the solicitation states “due to the nature of the resulting firm-fixed price contract, the contractor may only invoice at the end of services.” This places an undue burden on small businesses and consultant SMEs. May small businesses request interim FFP invoicing based on FSI acceptance of deliverables? Similarly, what is the distinction between “end of services” and “acceptance of deliverables”; does invoicing occur after courses taught or at the end of the contract period?

The contractor may invoice at the end of each contracted session.

12. Is the instructor required to participate in meetings with FSI beyond the assigned classroom time, such as after action reviews with FSI representatives?

No, the solicitation states, “Communicating regularly with the course coordinator to assess progress, to evaluate the success of the module, workshop, lecture, or segment, and to recommend improvements as necessary. This can often be accomplished via phone calls, e-mail exchanges, or touching base briefly (for a few minutes) on break or right after a session. We cannot rule out the need to schedule a formal, more extensive meeting if we needed to change direction in order to meet course and contract objectives.
