About this file

This document contains a settlement monitoring specification and plan for a federal construction project. The Navy intends to solicit fixed-price design-build contracts between $5 million and $10 million to construct a 13,000 square foot office building at a facility in St. Inigoes, MD. Interested contractors must have experience with similar projects valued over $5 million. Responses to the pre-solicitation notice are due by August 10, 2020 and must include company information, interest in the future solicitation, and examples of relevant past performance. The specification provides requirements for installing and monitoring settlement plates during pre-consolidation of the building site with surcharge fill. It specifies plate materials and installation methods, monitoring frequency, and procedures for evaluating when settlement is complete.

Subject: Settlement Monitoring Specification

FY ’19 Lab Replacement Program (LRP) (Our JD185314) Naval Air Station, Patuxent River, Maryland

Dear Ms. Little:

GeoConcepts Engineering, Inc. (GeoConcepts) is pleased to present the following settlement specification prepared for FY ’19 Lab Replacement Program at the Naval Air Station in Patuxent River, Maryland. This specification is prepared in accordance with our geotechnical engineering report dated May 27, 2020.

Based on the loading from the new fill required to achieve the lower floor elevation, consolidation settlement of the Strata B1 and C1 clays are anticipated to occur beyond the completion of the proposed construction without a pre-consolidation program. Accordingly, it is recommended that the IDS building footprint be pre-consolidated with an earth surcharge to allow the majority of the anticipated settlements to occur prior to construction.

Attached is a specification for additional information regarding the installation and monitoring of the settlement monitoring program. ASTM D6598 Standard Guide for Installing and Operating Settlement Platforms for Monitoring Vertical Deformations should also be used as a reference.

We appreciate the opportunity to serve as your geotechnical consultant on this project. Please do not hesitate to contact us if you have any questions regarding the settlement specification.

Sincerely, GEOCONCEPTS ENGINEERING, INC.

Katherine N. Fordney, PE Project Engineer

Settlement Monitoring Specification

The Contractor shall furnish all necessary labor, equipment, and materials necessary to perform the surcharge program, and the geotechnical engineer shall review and interpret the settlement data to provide their opinion when it is appropriate to begin the foundation construction. The geotechnical engineer shall review shop drawings related to the settlement monitoring program prior to installation.

The fill placed to reach the design subgrade for the IDS building shall be placed and compacted in accordance with the earthwork requirements of Section 4.5 of our geotechnical engineering report.

Settlement plates shall be installed on the approved subgrade prior to placement of the new grading fill.

Settlement plate materials and fabrication shall be in accordance with the detail attached. The base of the plate shall be firmly seated and leveled. The elevation of the seated base and the top elevation of the pipe extension shall be determined by a licensed land surveyor prior to the placement of fill. Pipe extension shall be installed as the surcharge fill is constructed that at no time shall the top of the pipe be covered.

A 5 feet or 7 feet high earth surcharge option shall be placed above the proposed finished floor level for the IDS building and compacted in one-foot thick lifts, but there are no specific testing requirements other than to verify that the surcharge materials have a moist unit weight of least 120 pcf. As each extension is added, readings shall be taken of the top elevation of the existing pipe and the top elevation of the new pipe extension. The contractor shall properly flag/paint all pipe extension as all times. The contractor is responsible for maintaining the settlement plates and if damaged shall be repaired or replaced by the Contractor at his or her expense.

The amount and rate of settlement under the pre-consolidation program shall be monitored by the geotechnical engineer to evaluate when the settlement is complete. The monitoring program for the IDS building shall include the placement of a minimum of three settlement plates, as shown on the attached plan. A typical settlement plate detail is also attached. The settlement plates shall be placed prior to placement of any new grading fill. The settlement plates shall be monitored at least twice a week during the filling and surcharge operations, and reduced to once a week after the full height earth surcharge is in place for the IDS building. After completion of the pre-consolidation program and approval by the geotechnical engineer, the earth surcharge may be removed and the foundation construction may begin for the IDS building.

Earthwork and other construction activities may continue outside of the proposed IDS building; however, we do not recommend making any external utility connections in the building footprint until completion of the pre-consolidation program.

Please refer to ASTM D6598 Standard Guide for Installing and Operating Settlement Platforms for Monitoring Vertical Deformation for additional information.
