About this file

This file is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform, related to a small order purchase for Catering for Training & Development in Pennsylvania. The document provides a step-by-step guide for vendors submitting quotes, requiring sellers to enter unit costs for all listed items, answer mandatory questions, and complete all required tabs within the online bidding system. The procurement is structured as a whole award to the lowest responsive and responsible bidder, with the explicit requirement that sellers must quote all items to be eligible for consideration. No delivery or provision of services is permitted until official notification from the department.

The checklist outlines critical submission requirements including verification of seller role status, Local Business Entity (LBE) certification status, acceptance of terms and conditions, and submission of required attachments. Vendors must have an executed Consent & Authorization form on file in their vendor profile, with no quotes considered without this documentation. The process includes optional submission of the LGBTQ Applicant Opportunity Data Form and any supporting documents relevant to the quote. All validation warnings must be resolved prior to submission, with the system providing red validation messages to indicate incomplete or missing information on any required tab.
