About this file

This file contains price increase and decrease instructions for a small order purchase contract awarded by the City of Philadelphia Free Library for catering services supporting training and development activities. The contract term runs from July 2026 through June 30, 2027, with potential renewal options available at the City's sole discretion for up to three additional one-year periods. The successful bidder must provide all quoted items and services at the prices established in the contract documents. No services should be delivered or provided until the department issues formal notification to proceed.

Price adjustments for renewal periods are permitted based on the percent change in the Consumer Price Index for All Urban Consumers in Philadelphia (All Items), as published by the U.S. Department of Labor Bureau of Labor Statistics and reflected in the Mid-Atlantic CPI Announcement for December of the applicable renewal year. However, price increases are capped at 4 percent annually, meaning the increase will reflect whichever is less—the actual CPI change or the 4 percent maximum. Sellers requesting price increases must submit written notice at least thirty days before contract expiration, referencing the bid number, contract number, period, item descriptions, pricing, current prices, applicable CPI percentage change, and proposed increased prices. Notice should be directed to Stephanie Moore at moorest@freelibrary.org and FLPPurchasing@freelibrary.org. Failure to provide timely notification results in renewal prices remaining unchanged from the previous period. Price decreases may be submitted at any time during the contract or renewal periods without restriction.
