About this file

These are Supplemental Specifications for Road and Street Construction prepared by Pinellas County, Florida, specifically for the ARPA Paving and Local Roads project (P.I.D. No. 005651A). The document modifies standard technical specifications for roadway construction, incorporating guidelines from the Pinellas County Standard Technical Specifications (April 2022) and the Florida Department of Transportation Standard Specifications (July 2022). The specifications cover critical aspects of road construction, including clearing and grubbing requirements, property owner notifications, and guidelines for handling items within the County Right-of-Way.

The supplemental specifications outline specific administrative and technical requirements for contractors, including mandatory 14-calendar day notifications to property owners about removing landscaping, signs, and other items from the right-of-way. The document also clarifies that there are no separate bid items for mobilization or maintenance of traffic, with these costs to be integrated into the overall project work items. Additionally, the specifications include detailed instructions for valve box adjustments and provisions for unspecified work, which requires written approval from the Engineer and must be fully documented through an Additional Work Authorization (AWA).
