# RFQ Reference QUESTIONS ANSWERS
4 Section L.3, 2nd paragraph
States, “an incomplete RFP Compliance Matrix will consider the proposal unresponsive.” However, there are over 125 areas that have additional requirements within these designated areas. This equates to approximately .25 to .5 pages to cover only the requirements, excluding the TOC, cover letter, Resumes and Past Performances for the Technical. Excluding the page count for the RFP Compliance would alleviate in providing sufficient page space for responding to the requirements.
Section L.3 has been revised, see PMO RFP - Final - Rev 2.
Although not mandatory, Offerors are encouraged to provide a completed Attachment 10 - RFP Compliance Matrix - Revised to ensure all Government requirements are addressed in the Offeror's proposal, both during the proposal development by the Offeror as well as proposal evaluation by the Government. The compliance matrix shall identify all key Government requirements from Section C, L and M, and the corresponding sections/pages of the vendor's proposal where each requirement is addressed. It is also used to validate Offeror's understanding of the Government requirements. Similar or related requirements can be grouped together on the compliance matrix if appropriate.
