About this file

This is a Location Specification Sheet for janitorial and grounds maintenance services at the Monroe Welcome Center Rest Area #823, located on northbound I-75 near Mile Marker 10 in Monroe County, Michigan, operated by the Michigan Department of Transportation (MDOT) University Region. The contract encompasses comprehensive janitorial services for an 8,522 square-foot facility serving approximately 1.5 million annual visitors, including cleaning of restrooms (5 total, with 25 toilets and 8 urinals), public areas, storage spaces, and grounds maintenance across approximately 8 acres. Janitorial services require staffing of 2-4 attendants working 40-hour and 30-hour weekly shifts Monday through Sunday with hours ranging from 7:00 a.m. to 7:00 p.m., plus a site supervisor conducting monthly inspections and providing on-call support. The contract term is three years beginning October 31, 2026, and ending October 30, 2029, with two one-year renewal options available. Tasks include daily restroom cleaning (twice daily primary cleanings plus four periodic spot checks), weekly tasks, seasonal services, and specialized work such as power washing, high-ceiling cleaning requiring scissor lifts, carpet cleaning, and tile floor stripping and recoating.

Grounds maintenance services include mowing approximately 8 acres weekly during the growing season (May-October), mulching, annual flower bed preparation and planting, spring and fall cleanups, edging, and weed removal, with estimated costs based on per-cycle pricing for 26 annual mowing occurrences. Snow and ice removal services are estimated at 30 occurrences annually for snow removal and deicer application on parking areas, entrance ramps, and exit ramps, plus two calls for additional emergency services. The contractor must provide all cleaning supplies and equipment including specialized items such as rotary floor machines, wet-dry vacuums, power washing equipment, and snow removal equipment, while MDOT supplies replenishable items (paper towels, hand soap, toilet tissue, trash liners, hand sanitizer, and air fresheners) and de-icing chemicals. Bidders must complete pricing spreadsheets for monthly janitorial services, periodic services including power washing and tile floor maintenance, basic and periodic grounds maintenance, and snow removal services, with contract administration handled by Mark Morrison (517-275-1834) and program management by Bob Batt (517-750-4397), with invoices directed to the Brighton Transportation Service Center.
