Monroe Welcome Center Snow Removal Specifications
This document is a Schedule B.3 specification sheet for snow and ice removal services at the Monroe Welcome Center in Michigan, issued as part of Request for Proposal (RFP) No. 260000002444 for Janitorial/Grounds/Snow Services. The specification outlines comprehensive snow removal requirements on all driving surfaces, including entrance ramps, car parking areas, truck parking areas, and exit ramps. Snow removal must be completed by 7:00 a.m. following any accumulation of 2 inches or more of snow, occurring on any day including weekends and holidays. The contractor must respond to additional service calls or emergency snow and ice removal requests within one hour of notification from the Program Manager. Snow storage areas must not create vision obstructions or hazards to the public, cannot be piled on sidewalks or sidewalk cuts, and cannot be pushed onto adjacent roads and shoulders in compliance with state law.
The contractor is responsible for furnishing, operating, and maintaining all suitable and adequate equipment necessary to maintain the facility free from ice and snow, with equipment subject to inspection by the Program Manager for compliance with local, state, and federal codes. Equipment failure does not constitute acceptable justification for failure to provide scheduled service. The contractor must apply granular or approved liquid deicer following snow removal operations when hard-packed snow or ice remains on pavement, and during any periods of freezing precipitation as directed by the Program Manager. The contractor must notify the Program Manager no later than the next day after work is performed and consult with the Program Manager for inspection and tentative approval to allow time for corrective action if needed. Equipment storage on state property is prohibited, and the state assumes no responsibility for theft, vandalism, or damage to the contractor's equipment.
