STATEMENT OF WORK
TITLE: Procurement of a Variable Pressure Scanning Electron Microscope (VP SEM)
LAB REQUESTING SERVICE: Material Measurement Laboratory, Materials Measurement Science Division
I. BACKGROUND INFORMATION
Materials Measurement Science Division (MMSD) is involved in the development of measurement methodologies for the chemical, morphological, and crystallographic characterization of matter down to nanometer spatial scales using excitation beams of electrons and x-rays to generate a variety of secondary signals that yield elemental and molecular information; studies fundamental measurements including x-ray and electron spectroscopies, computer aided imaging, and diffractometry to understand the basic chemistry and physics of microbeam sample interactions; develops improved methods of quantification as well as Standard Reference Materials and Data; and applies enhanced and multidisciplinary microanalysis and surface analysis techniques to diverse problems in material, semiconductor, optoelectronic, environmental, biological, and process technologies. In order to meet that mission, MMSD is in need of a new high resolution scanning electron microscope (SEM) with variable pressure capabilities. The variable pressure capabilities allow the examination of insulating and non-traditional specimens without the need to conductively coat the specimens for inspection and analysis. This allows for the rapid, direct to SEM examination of unknowns to inform sample preparation direction. The ability to examine in-process specimens without the need to conductively coat them allows for those specimens to be returned to process or be moved to other analytical techniques without having changed the nature of the specimen irreversibly.
II. SCOPE OF WORK
The vendor will provide a field emission gun variable pressure scanning electron microscope and microanalysis system. The microscope will be capable of operating as a conventional scanning electron microscope (SEM) with high vacuum in the specimen chamber as well as operating in variable pressure (VP) mode (other names for this mode include low vacuum and wet but they all represent a state where a gas is introduced to the specimen chamber in order to facilitate the reduction of specimen charging under the primary electron beam). The microscope will be outfitted with the highest resolution secondary electron and backscattered electron detectors for both modes and in-lens detectors and scanning transmission electron microscopy (STEM) detectors for the visualization of specimens. The vendor will have system responsibility for installing a high solid angle silicon drift detector (SDD) based energy dispersive spectroscopy and analysis system. The vendor will also take system responsibility for the move of an existing Gatan MonoCL4 elite spectroscopy and analysis system from the current microscope, to storage, and then reinstall and upgrade computer and software once the new VP SEM has met specifications.

SB1341‐16‐RQ‐0417 Questions
Q1: Line item 0006 in the Line Items schedule reads: “The contractor shall provide a second SDD detector with take‐off angle greater than 30 degrees, 50 mm square or larger, 126eV or better with installation and integration into the required x‐ray analysis system.” Does this mean that a “first”
SDD is already at NIST and available for the solicited instrument?
A1: The optional second SDD detector referenced in Line Item 0006 is intended to match to the specifications of the SDD detector required with the specifications referenced in Line Item 0001.
NIST requires the ability to purchase a second matching SDD detector at a later time.
Q2: Line item 0007 in the Line Items schedule reads: “The contractor shall provide software for the
Silicon Drift Detector (SDD) x‐ray analysis system that will perform automated particle analysis and reporting.” Does this mean that software for the SDD x‐ray analysis system (other than the specified optional particle analysis and reporting software) is already present at NIST?
A2: No. In accordance with the Statement of Work, NIST requires the option to purchase Software for the Silicon Drift Detector (SDD) x‐ray analysis system that will perform automated particle analysis and reporting.
Q3: Is it acceptable for quotes to offer more than one SEM+SDD package, so that quoters may offer SEM system A with products from SDD vendor X and SDD vendor Y, so that NIST may freely choose the best package?
A3: Quoters who have multiple solutions to meet NIST’s requirements may submit separate quotes.
Quoters submitting separate quotes must understand that each quote must be complete and conform to the requirements of the solicitation. Quoters are discouraged from submitting a “menu” of possibilities as one quote.
Q4: Is the Response date June 7 or June 11?
A4: The response date is June 13th.
Q5: For the installation of the Mono CL4 Elite onto the instrument, does NIST have a preference of which port should be used in reference to the direction of the slit controls?
A5: NIST’s only concern is that access and operation of those controls is not hindered by other
Microscope equipment. Please see the revised Statement of Work.
Q6: Does NIST have minimum specifications for the optional Helium cryo stage?
A6: The NIST specification is 6 Kelvin +/‐ 1 Kelvin. Please see the revised Statement of Work for the specifications.
Q7: There are two types of Helium stages, one is a door replacement stage that can be removed and put back into place, and another is a stage that sits on top of the SEM stage. Does NIST have a requirement for either type of stage?
A7: It does not matter to NIST if the cold stage sits on the existing stage or is part of a replacement door, the quoters may propose any solution that meets the Helium stage temperature specification.
Descript: The purpose of this modification is to respond to quoter questions, post a revised Statement of Work and extend the due date for quotes from 11:00 am Eastern time on 11 June 2016 to 11:00 am Eastern time on 13 June 2016.
All other solicitation terms and conditions remain unchanged.
