About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated August 18, 2026. NASA recommends negotiating solely with Sensors Unlimited for STRIVE ARGOS Camera Development, with an estimated period of performance of one year. The total estimated cost is redacted in the document.

Sensors Unlimited was competitively selected as a STRIVE mission partner during the pre-Phase A competitive Process of Determination (POD) and was included in both the Step 1 and Step 2 proposals submitted as a Concept Study Report (CSR). STRIVE was selected to proceed to Phase B in February 2026, with NASA's Associate Administrator for Science Mission Directorate approving proposed team members without further competition. The ARGOS instrument was specifically designed in collaboration with Sensors Unlimited during the one-year Phase A period. Utilizing another vendor would require a complete instrument redesign, delaying STRIVE by approximately one year and making the established launch readiness date unachievable. Per FAR 5.201, any contract action exceeding $25,000 must be synopsized in the Government-wide Point of Entry (GPE) by the Contracting Officer.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Sensors Unlimited only for the STRIVE ARGOS Camera Development. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1 year.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from vendor for supply or service to be procured. The total estimated cost of this effort is dollar amount and the estimated period of performance or lead-time for delivery is date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Sensors Unlimited is an industry leader in camera design. It was therefore selected as one of the STRIVE mission’s partners during its pre-Phase A competitive POD process. It was included in the Step 1 proposal STRIVE submitted and moved forward with the project to Phase A. In Phase A, it was included in the Step 2 proposal submitted as a Concept Study Report (CSR). STRIVE was selected to proceed into Phase B in February 2026 based off the submission of the CSR. The STRIVE Selection Letter from NASA’s AA for SMD, Nicola Fox, notes “Additionally, the proposed team members in each selected proposal are approved without further competition.” This letter, along with Sensor Unlimited’s previous selection as a partner per a competitive process and the inclusion in the Concept Study Report/Proposal, provides justification for the sole-source award of this camera development procurement.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

STRIVE’s ARGOS instrument was designed specifically in collaboration with Sensors Unlimited during the STRIVE Phase A period. Given that this Phase A period was one year long, a redesign to the instrument would delay STRIVE by approximately one year. STRIVE’s launch readiness date would no longer be meetable.

ADDITIONAL COMMENTS:

Pursuant to FAR 5.201, any contract action over $25,000 (not bought via GSA or SEWP) shall be synopsized in the Government wide Point of Entry (GPE) by the Contracting Officer. In addition, the brand name justification must be referenced or attached.
