RFP H-031-1: Additional Security requirements, Subcontracting and SOW CLIN 003 Jordan-Language Assistance
RFP 24 and SOW 13
Section H-031-1 on page 24 under “Subcontracting” lists the only restrictions on subcontracting contained in the RFP. However, CLIN 003: Jordan Language Assistance on page 13 of the Statement of Work (SOW) indicates that “The Jordan LA positions are the only Labor positions that can be filled by a subcontractor upon COR approval.”
Can INL please confirm that there are no restrictions on which labor categories a subcontractor can fill?
60% of the Labor Hours for CLINs 002, 004 and 007 need to come from the prime. The PM, DPM and ADPM must work for the prime.
No other restrictions.

RFP L.3.2, Factor 3, Past Performance and Capacity
RFP 60

Amendment #03.
5
SOW CLIN 005: Travel and ODCs, International Travel
SOW 14
The SOW states, “The Contractor shall make travel arrangements for Contractor personnel…”
It is our assumption that the movement of the trainees across the border to Jordan, and the corresponding visa, logistics arrangements, and per diem for the trainees are not within the domain of the PASF project. Can INL please confirm that is correct?
The logistics of moving trainees across the border to Jordan and back is part of the contract. There is no per-diem involved, but a bus must be arranged to move the students to the border , exit visas purchased for all students, a bus from the Jordanian side to JIPTC. A TM must accompany the students and ensure the rosters are correct. This activity is coordinated with the USSC.
6
SOW CLIN 007: Subject Matter Experts (SMEs), 9.7 English Language Instructor
SOW 21
The Key Requirements state, “Frequent travel to the West Bank is expected.”
We interpret this to mean that INL expects this person to be based in Jordan. Can INL please confirm that this is also its preference?
English Language SME will be based in the WB. Frequent travel is within the WB. Currently he gives classes in Ramallah and Jericho.
7
RFP B-008 Travel Costs (Labor Hours)
RFP 8
The requirement (d) states that hazardous duty premium pay if requested and allowed will be payable.
Please clarify if hazardous duty premium pay, (i.e. Danger Pay), should be budgeted as a reimbursable travel cost as indicated by this reference under section B-008 or if danger pay should be incorporated into the negotiated fully-burdened hourly rate as indicated on Page 7, B-010 (d).
It should be listed separately under CLIN 005 as an ODC (danger pay). Currently Jordan is not listed as a Danger Pay Post.
8
RFP 8-010 TYPE OF CONTRACT and SOW CLIN 005: Travel and ODCs
RFP 7 and SOW 13
Under g), the requirements state, “2. The negotiated fixed fully-loaded hourly labor rates apply to a normal workweek of 50 hours for Training Mentors (TMs) and Subject Matter Experts (SMEs), and 40 hours a week for Language Assistants (LAs)”
To allow for more accurate hourly rates, will INL consider including Danger Pay and Post-Differential as a reimbursable ODC under CLIN 005? For example, USN West Bank-based Training Mentors eligible for Danger Pay and Post Differential will only be eligible for allowances for 40 hours per week per US Dept. of State regulations. However, the RFP requires an hourly rate for 50 hours per week which would result in the hourly rate varying depending on the day.

We envision that this will be necessary in both the West Bank and Jordan for our firm. Please confirm that these requisite legal fees would be allowable under the contract. |
