About this file
The document is a Request for Qualifications (RFQ) issued by the City of Tucson for the San Fernando Water Main Replacement project. The City is seeking a qualified Design-Build contractor to provide design and construction services for replacing a section of the water distribution main and customer services infrastructure. The project is estimated to cost $18,500,000 and is scheduled for completion by June 30, 2027. The solicitation follows a two-phase qualifications-based selection process, with interested firms required to submit a Statement of Qualifications (SOQ) by February 27, 2025. A pre-submittal conference will be held virtually on February 11, 2025.
The RFQ outlines a comprehensive evaluation process with two phases: Phase 1 involves scoring SOQs across four criteria including qualifications and experience (35 points), method of approach (30 points), work plan and project schedule (30 points), and subcontractor selection plan (5 points). The top three ranked firms will be invited to Phase 2 interviews, which will be scored out of 100 points. The project aims to increase service life and realign the distribution main from alleys to the center of streets, improving the longevity of the water system. The current infrastructure, constructed between 1960 and 1994, has been evaluated and determined to have a high potential for failure within the next decade, prompting this proactive replacement effort.
