About this file

This is a 100% construction document specification set for a renovation project at VA Illiana Health Care System located at 1900 E. Main Street, Danville, Illinois 61832 (Project #550-23-108). The project involves renovating Building 58-1 Room 102 for Supply Chain Management Service operations.

The specification comprises comprehensive construction requirements organized into 34 sections covering general requirements, project management, quality control, safety, sustainability, and commissioning. Key divisions address site operations, security procedures, temporary facilities (including a field office with 1,440 gross square feet), construction waste management (minimum 50% diversion from landfill), infection control measures, fire safety, electrical work (de-energized conditions required), fall protection at 6 feet threshold, and extensive testing and balancing requirements. The contractor must provide critical infrastructure including a temporary construction fence, unarmed 24/7 security guards, utility management while maintaining Medical Center operations, phased work coordination, and protection of existing equipment and systems. Design and construction are led by Guidon Design Inc., with identified contacts including Project Manager Branden Songer and Architect Dylan Christensen. The project requires detailed commissioning of all building systems—HVAC, plumbing, electrical, fire suppression, security, communications, and site utilities—with comprehensive documentation, pre-functional checklists, functional performance testing, operations and maintenance training, and a 12-month warranty period including post-occupancy reviews. Submittal requirements, construction quality control through three inspection phases (preparatory, initial, follow-up), and adherence to sustainable construction standards with low-pollutant materials are mandatory, with particular emphasis on infection control risk assessment protocols appropriate for a VA medical facility undergoing active renovation during continued operations.
