STATEMENT OF OBJECTIVES

657-506, CONSTRUCT WAREHOUSE ADDITION FOR COVID-19

RESPONSE

MARION VA MEDICAL CENTER

1.0 Purpose

This Statement of Objectives (SOO) describes the basic outcomes for the construction of a new warehouse addition for COVID-19 response, which consists of the acquisition of a pre-engineered metal building, site preparation, installation of the pre-engineered metal building, and ancillary services. The Statement of Objectives is provided in lieu of a Government written Statement of Work (SOW). This approach provides potential offerors the flexibility to develop cost effective solutions and the opportunity to assess the offeror’s understanding of all aspects of the effort to be performed by eliminating the “how to” instructions to accomplish the required effort normally contained in the SOW provided by the Government.

2.0 Period and Place of Performance

Period of performance is 120 days. Location is the Marion VA Medical Center in Marion, Illinois.

3.0 Background

The Marion VA Medical Center has identified a need for additional storage space for COVID-19 emergency supplies. To meet this need, a new building will be constructed south of Building 16, which is the existing warehouse. The new building, referred to as the Warehouse Addition, will be a standalone pre-engineered metal building (PEMB). It will be connected to the existing warehouse with a corridor to allow travel between Building 16 and the Warehouse Addition.

The Warehouse Addition should be considered a turnkey solution for the Government’s need.

The Warehouse Addition will have the following attributes:

4,800 gross square feet (minimum) to be used as a warehouse, not including connecting corridor

Plan dimensions of approximately 120-ft by 40-ft to fit in between Building 16 and South Periphery Road

Type IIB Construction – structural elements of walls and roof to be steel Interior clear height of 15’-0” minimum Connecting corridor to allow for personnel and forklift travel to Building 16

(approximately 120 net square feet) Large roll-up door and short driveway on south side to connect to South Periphery Road Fire sprinklers HVAC system Electricity

Project No. 657-506

1. PREPARATION AND SUBMITTAL OF PROPOSALS

a. GENERAL INFORMATION.

Selection of an offeror for contract award will be made on the basis of an assessment of each offeror’s response to the Request for Proposal (RFP). As a Request for Proposals (RFP) based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, the VA will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The FOUR (4) evaluation factors for determination of technical acceptability consist of:

1. Technical Construction Experience of Prime Contractor;

2. Past Performance;

3. Project Execution;

4. Key Personnel Experience;

NOTE: Failure to comply with the RFP submittal requirements will be grounds to eliminate the proposal from further consideration for contract award.

b. THE OFFER.

The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP, including the Plans & Specifications for the construction of this project. These instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.

c. AWARD BASED ON INITIAL OFFERS.

Pursuant to clause 52.215-1 (included by reference), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price, and technical qualifications standpoint. The VA reserves the right to conduct discussions if the Contracting Officer later determines such discussions to be necessary.

d. NUMBER OF COPIES TO SUBMIT. Offerors shall submit proposals electronically by email to the following addresses: jennifer.sotomayor@va.gov and david.holden@va.gov . The email(s) shall include the following as attachments:

c. DOCUMENTATION OF TECHNICAL ACCEPTABILITY. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-2 for the Lowest Price Technically Acceptable (LPTA) Offer.

The following NON-PRICE Evaluation Factors will be used as the basis for determining Technical Acceptability:

1. Technical Construction Experience of Prime Contractor;

2. Past Performance;

3. Project Execution;

4. Key Personnel Experience;

NOTE: There is a possibility that some offerors may choose to submit the same construction project as a qualifying example for both the past performance and the technical experience evaluation factors. This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.

FACTOR 1: TECHNICAL CONSTRUCTION EXPERIENCE OF PRIME CONTRACTOR.

To be technically acceptable Offerors should submit a minimum of two (2) and a maximum of three (3) construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. The projects must demonstrate an Offeror’s construction experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors.

Project(s) should have a minimum value of $250,000 and be 100% complete. Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP.

A project is defined as a construction project performed under a single task order or contract.

If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

Unless you are submitting as a CVE Certified Joint venture the SDVOSB Prime Contractor must submit their own experience not your subcontractors experience. Teaming agreements are Prime -Subcontractor agreement, the teaming agreement subcontractor experience is not considered Prime Contractor experience.

FACTOR 2: RELEVANT PAST PERFORMANCE OF PRIME CONTRACTOR

If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

Factor 2 SPECIAL NOTE 1 for Offerors That May Lack Past Performance Information: In accordance with FAR Part 15.305(a)(2), in the case of an offeror that is without a record of relevant past performance, or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Such offerors may submit relevant past performance information regarding predecessor companies; key personnel who have relevant experience; or subcontractors that will be performing major or critical aspects of this requirement; provided that such information is relevant to the construction in this solicitation.

Factor 2 SPECIAL: NOTE 2 for Offerors that have Past Performance: Offerors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions.
