STATEMENT OF OBJECTIVES

657-506, CONSTRUCT WAREHOUSE ADDITION FOR COVID-19 RESPONSE

MARION VA MEDICAL CENTER

1.0 Purpose

This Statement of Objectives (SOO) describes the basic outcomes for the construction of a new warehouse addition for COVID-19 response, which consists of the acquisition of a pre-engineered metal building, site preparation, installation of the pre-engineered metal building, and ancillary services. The Statement of Objectives is provided in lieu of a Government written Statement of Work (SOW). This approach provides potential offerors the flexibility to develop cost effective solutions and the opportunity to assess the offeror’s understanding of all aspects of the effort to be performed by eliminating the “how to” instructions to accomplish the required effort normally contained in the SOW provided by the Government.

2.0 Period and Place of Performance

Period of performance is 120 days. Location is the Marion VA Medical Center in Marion, Illinois.

3.0 Background

The Marion VA Medical Center has identified a need for additional storage space for COVID-19 emergency supplies. To meet this need, a new building will be constructed south of Building 16, which is the existing warehouse. The new building, referred to as the Warehouse Addition, will be a standalone pre-engineered metal building (PEMB). It will be connected to the existing warehouse with a corridor to allow travel between Building 16 and the Warehouse Addition. The Warehouse Addition should be considered a turnkey solution for the Government’s need.

The Warehouse Addition will have the following attributes:

• 4,800 gross square feet (minimum) to be used as a warehouse, not including connecting corridor

• Plan dimensions of approximately 120-ft by 40-ft to fit in between Building 16 and South Periphery Road

• Type IIB Construction – structural elements of walls and roof to be steel

• Interior clear height of 15’-0” minimum

• Connecting corridor to allow for personnel and forklift travel to Building 16 (approximately 120 net square feet)

• Large roll-up door and short driveway on south side to connect to South Periphery Road

• Fire sprinklers

• HVAC system

• Electricity
