27 05 11 TELECOMMUNICATIONS
1 TELEPHONE AND ELECTRICAL OUTLETS
(a) All electrical, telephone and data outlets within the Government-demised area shall be installed by the Contractor. Contractor shall provide a minimum of two telephone data outlets for each room; locations will be designated by VA). In addition, Contractor shall provide four electrical outlets per room at locations designated by the VA or one every 10' horizontal linear wall space. All electrical outlets shall be installed in accordance with NFPA Standard 70, or local code, whichever is more stringent.
2 TELECOMMUNICATIONS: DISTRIBUTION AND EQUIPMENT
(a) Sufficient space a, minimum of 64 sq ft (no less then an 8’ X 8’), shall be provided on the floor(s) where the Government occupies space for the purposes of terminating telecommunications service into the building. The building’s telecommunications closets located on all floors shall be vertically-stacked.
Telecommunications switch rooms, wire closets, and related spaces shall be enclosed. The enclosure shall not be used for storage or other purposes and shall have door(s) fitted with an automatic door-closer and deadlocking latch bolt with a minimum throw of ½ inch.
(b) Telecommunications switch rooms, wire closets, and related spaces shall meet applicable Telecommunications Industry Association (TIA), Electronic Industries Alliance (EIA) standards and National Communications System (NCS) standards. These standards include but not limited to the following:
1) TIA/EIA-568, Commercial Building Telecommunications Cabling Standard
2) TIA/EIA-569, Commercial Building Standard for Telecommunications pathways and Spaces,
3) TIA/EIA-570, Residential and Light Commercial Telecommunications Wiring Standard, and
4) TIA/EIA-607, Commercial Building Grounding and Bonding requirements for Telecommunications Standard
(c) Telecommunications switch rooms, wire closets, and related spaces shall meet applicable NFPA standards. Bonding and grounding shall be in accordance with NFPA Standard 70, National Electrical Code, and other applicable NFPA standards and/or local code requirements. Layout of the Communications Closet switch rooms, wire closets, and related spaces will be agreed on by the VAMC IRMS and the Contractor before work on termination of any Data and Voice cables located in the closets. Any changes to the layout of switch rooms, wire closets and related spaces, including the cabling housed within these areas, must be communicated to IRMS before and after the changes are made. Communications Closet termination of Data and Voice shall meet the SFVAMC set standards as follows;
1) Cable to be installed (outside plant, inside riser, and station cabling) shall conform to meet the requirements of ICEA Publications S-80-576-1988 (Ref.B1.6) as to size and installation.
| 2) | All new data cable shall be terminated in the telecommunication closet on appropriate contractor provided Category 6e compliant patch panels with wire management to be provided for both vertical and horizontal management of cables and patch cords. All work to be done in accordance with the existing facility cable plant design. |
| 3) | In Communications closet, all cable is to be terminated on 8 pair highbands using 568B standard. Patch panels to have a minimum of 24 ports with no one patch panel to exceed 48 ports, with horizontal wire management installed between each of the patch panels. Each patch panel or highband will have its own unique number, starting with the next unused number. |
| 4) | All new voice cable shall be terminated in the telecommunication closet on appropriate contractor provided 66-B punch down block with x-connect management. All 4 pairs must be terminated. |
| 5) | In Communications closet standard 19” floor or wall mounted, the type of mount to be agreed upon by VAMC IRMS and contractor prior to installation, relay racks with vertical and horizontal wire and cable management are to be supplied and installed. |
(d) Telecommunications floor or wall outlets shall be provided as required. At a minimum of 4 Category 6a cables will be provided for each station location. 3 of the Cat 6a cables used for Data and 1 Cat 6a cable used for Voice and shall meet the following SFVAMC standards.
1) The established color code used at the San Francisco VAMC will be followed.
| 2) | Four pair unshielded twisted pair 24 AWG station wiring shall be installed from each voice and data jack to the telecommunication closet and shall be of a type designed to support Category 6e Plenum rated data communications (not less than 200 MHz/1.0 gigabit). |
| 3) | All Station side voice cable shall be terminated on dual RJ-11 and station side data outlets shall be Category 6e-compliant eight position RJ-45 non-keyed (EIA/TIA 568B) flush mount jacks in a wall plate. The voice and data jack wall plate type and positions shall conform to the existing SFVAMC cable plant scheme. |
| 4) | Cable length to the farthest station outlet shall be limited to a MAX of 90 meters (295 feet), with an additional 10 meters for patch cables in between the intermediate and station locations. Cable lengths beyond the MAX specifications can be approved by IRMS. |
| 5) | The splitting of pairs within a Data cable between different data jacks shall not be permitted. The splitting of pairs within a voice cable shall be permitted only in the same station outlet. The installation of the cable shall conform to appropriate OEM, ANSI/EIA/TIA recommendations, standards and existing VAMC facility scheme. This requirement will insure adequate protection for Electro-Magnetic Interference (EMI) sources. |
| 6) | All new Data cable shall be labeled on each end. The station side label will consist of patch panel number and port number of the patch panel. An end-to-end certification test will be performed on all data cable in accordance with EIA/TIA TSB 67, using a Level II tester (accurate to 2db) will be conducted on all installations. Test results for all Data wiring shall be provided to the SFVAMC in printed and electronic format that can be read without the need for special software. |
| 7) | All voice jacks shall be labeled on each end with a unique number and tested for shorts and opens in the cable. Contractor shall provide a written statement of compliance that this requirement is full filled. |
| 8) | All voice and data cable will conform to the existing SFVAMC’s color code. |

Jack color of choice is Orange for Data and white for phone.
10) The Contractor shall provide and ensure that all outlets and associated wiring, copper, coaxial cable, optical fiber, CAT 6E, or other transmission medium used to transmit telecommunications (voice, data, video, internet, or other emerging technologies) service to the workstation shall be safely concealed under raised floors, in floor ducts, walls, columns, or molding. All outlets/junction boxes shall be provided with rings and pull strings to facilitate the installation of cable. Some transmission medium may require special conduit, inner duct, or shielding as specified by the Government.
After the initial installation of any telecommunication, equipment or cabling, the cost of any subsequent changes resulting in additional time and material shall be borne by the government.
11) All Demolition or legacy wiring is to be removed upon project completion where possible.
12) IRM needs 2 copies of As Is Built CAD Data/Voice annotated drawings for cabling reference.
3 DATA DISTRIBUTION
The Contractor shall be responsible for purchasing and installing data and voice cable and all related equipment and hardware associated with normal installation of voice and data cable.
Local Exchange Carrier Requirements
The Contractor shall provide a four (4) inch entrance conduit, dedicated for local exchange carrier ability to provide the VA with fiber based services, to be in place from the local exchange carrier right-of-way to the building and, a pathway or conduit from the building entrance point to the VA telephone equipment room. This is in addition to any other requirements the local exchange carrier has to provide copper based services.
4 TELECOMMUNICATIONS CLOSETS
| (a) | These rooms shall be provided with heating and/or cooling equipment capable of maintaining the internal space between 32.8 degrees C (60 degrees F) and 22.2 degrees C (72 degrees F), with humidity control. The relative humidity shall not exceed 50 percent. Heating and cooling requirements shall include backup AC power capabilities. The HVAC equipment shall be standalone in design and accommodate a twentyfour hour, seven-day week, yeararound operation, and remote alarming (loss of power, cooling and heating) functions. Minimum cooling requirement is 20,000 BT/H. Additional cooling shall be provided according to the actual expected equipment installation and use. |
| (b) | The closets shall support various data equipment (i.e. data multiplexors, data network devices, etc.) and special communications equipment (i.e. Nurse Call, Code One, MATV, RED, IC, etc.) in addition to the requirements of standalone telephone equipment. Closets shall be provided in the quantities and locations that will limit telephone/data cable/wire runs from the closet to the outlets to a maximum of 90 m (300 ft.). Each closet shall fully support BICSI standards. |
| (c) | For every 930 sq. m (10,000 sq. ft.) of administrative floor space served, there shall be 3 linear meters (10 linear ft.) of wall space required. |
| (d) | These closets require additional vertical risers from the Computer Room to each closet to support a separate backbone cable distribution system for data requirements. Conduit and path sizing shall be a minimum according to Telephone Backbone Guidelines herein. For further guidance on conduit requirements, consult with TCD-194D. |
| (e) | The back wall of all closets shall be lined with 20 mm (3/4 inch) "fire retardant" plywood, 2400 mm (8 ft.) high with the bottom one foot above the finished floor, if possible. It should be limitedcombustible as defined in NFPA101, Chapter 3, Life Safety Code (NTE 25 Flame Spread). |
| (f) | Closets shall not have a suspended ceiling. Ceiling shall be a minimum of 2700 mm (9 ft.) above finished floor. (Is this an Engineering requirement?) |
| (g) | Entrance must have a minimum unobstructed area of 1200 mm (48 inches) directly in front of the closet door. |
| (h) | Terminal cabinets shall not be used in lieu of telecommunications closets. |
| (I) | Closets will be minimum 3000 mm (10.0 ft.) deep by 3600 mm (12.0 ft.) wide. Minimum door size shall be 1000 mm (40 inches) wide by 2100 mm (84 inches) high. |
| (j) | Closets may be placed adjacent to but not combined with electrical closets. |
| (k) | Closets shall be sized as follows: |

* For every additional 929 square meters (10,000 sq. ft.) of administrative floor space served, there shall be and additional 3000 mm (10 linear ft.) of wall space provided.
| (l) | Closets require a minimum 100 mm (4 inch) pathway from the Computer Room to each closet to support a separate fiber optic backbone and STP cable distribution system for data requirements. |
| (m) | The equipment in closets consumes power and dissipates heat. Air conditioning and other ventilation systems must be provided at a minimum, as described herein, to prevent failure of any provided or planned equipment. |
In addition, the Contractor shall provide the following for the telephone/network closet.
1. ¾” plywood on three walls. Plywood must be painted on all six sides with fire-retardant paint.
2. Three (3) dedicated 20-amp or 30-amp, double-duplex, electrical outlets connected to emergency power grid. Please consult IRM on specific outlet connection. (L-6-20), (L6-30), etc.
3. A 4” pipe penetration sleeve through the ceiling.
4. A single-ground bus bar (mounted according to the agreed upon closet layout.)
5. Air Conditioning, supply and return from unit, dedicated preferred in main equipment room.
All locations for telephone and data jacks in the office space will need a ¾” stub-up conduit with a 2 ¼” (deep) box, or power pole depending on modular furniture arrangement. All existing/abandoned phone/data cable must be removed.
Access Control Requirements for Telecom Closets (References: VA Directive 6500 and SOP)
1. Direct physical access to these locations will be limited to authorized staff designated by OI&T Chief/CIO. All other entry into these areas will be prohibited unless authorized and accompanied by authorized IT staff. OI&T staff will coordinate and authorize access to areas that have co-located equipment, which is managed or supervised by a department other than OI&T.
2. Physical access is controlled to information systems by authenticating visitors before authorizing access to facilities or areas other than areas designated as publicly accessible. All visitors, contractors, maintenance, and housekeeping personnel are required to establish pre-planned appointments with OI&T prior to receiving access to sensitive areas. Visitors to restricted OI&T areas will be monitored and escorted.
