About this file

This is an Attachment B document related to an Invitation for Bid (IFB) issued by the SAS Office of State Procurement on behalf of the Arkansas State Police for third-party administrative services supporting their self-funded Dental and Vision Plan. The document establishes the administrative framework and requirements for managing dental and vision benefits for eligible employees and dependents. The contract calls for comprehensive plan administration services including claims processing, member services, provider network management, and regulatory compliance. Specific deliverables, performance standards, and service level agreements are outlined to ensure adequate coverage and timely claims resolution. The bid process requires interested vendors to submit detailed proposals addressing their qualifications, experience, staffing, technology infrastructure, and ability to meet the specified service requirements within the established timeline.

The pricing structure requires vendors to provide comprehensive cost proposals covering all administrative services, with pricing detailed by service category and member population segments. The contract will be awarded to the qualified bidder offering the best value to the Arkansas State Police based on evaluation criteria including technical capability, cost, experience with similar plans, and customer service excellence. Terms and conditions governing the administration of benefits, data security, reporting requirements, and performance metrics are detailed in the attachment. The successful contractor must demonstrate capacity to handle the current membership base while maintaining service quality standards and compliance with all applicable state and federal regulations governing employee benefit plans.
