About this file

This is a Price Proposal Form for the Medicaid Enterprise System (MES) System Integration Services Request for Proposal jointly issued by the State of Oregon through the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). The proposal form outlines Phase 1 pricing for multiple deliverables including Project Management, MMIS Technical/Business Charting, Updated System Integration Services and Platform Requirements, System Integration Gap Assessment, and Master Integration Plan. Proposers may submit firm fixed pricing for most items, with the option to propose labor hour-based not-to-exceed pricing for MMIS Technical and Business Charting, which must include detailed hourly rates, hour utilization estimates, and alignment with relevant experience on comparable projects.

The current MMIS environment processes substantial transaction volumes, with August 2025 metrics showing 3,359 employees accessing the system, 19,086 unique provider users, 935,441 claims processed monthly totaling $236.1 million in payments, and 3,253,510 encounters processed. Annual metrics from March 2024 to February 2025 demonstrate over 10.8 million claims processed and approximately $2.26 billion in claims payments, along with $12.8 billion in capitation payments. The system currently maintains a 250 TB footprint with anticipated growth of 5 TB yearly and manages a data transfer volume of 1.2 TB monthly. Proposers must ensure any deviation from the scope outlined in Section 2.4 of the RFP is clearly explained and directly tied to proposed pricing, with all Phase 1 costs submitted on the provided form.
