About this file

This is a budget template document prepared by the Connecticut Department of Public Health (DPH) for the Ryan White Part B (RWPB) Program, which solicits proposals from community-based organizations, HIV service organizations, Federally Qualified Health Centers, community health centers, local health departments, and other eligible health care providers to deliver core and support services across Connecticut's nine Council of Government planning regions. The RFP (2027-0905) encompasses a three-year contract period from April 1, 2027, through March 31, 2030. Core services include Early Intervention Services, Home Insurance Premiums/Cost Sharing Assistance, Medical Case Management, Medical Nutrition Therapy, Mental Health Services, Oral Health Care, Outpatient/Ambulatory Health, and Substance Abuse Outpatient Care. Support services include Emergency Financial Assistance, Housing-Utilities-Internet, Food Bank/Home Delivered Meals, Housing Case Manager positions, Legal Services, Medical Transportation, Non-Medical Case Management, and Psychological Support Services. The contract is divided into Eastern, Western, and Statewide Total Life Care (TLC) planning regions, with an additional expanded services component.

The total RFP funding across all service categories and regions is $13,375,000 over the three-year contract life, with annual funding allocations of $4,425,000 for Core Services ($2,076,922 Eastern, $1,823,078 Western, $225,000 Statewide TLC) and $1,575,000 for Support Services ($692,307 Eastern, $607,693 Western, $75,000 Statewide TLC), plus $500,000 annually ($1,500,000 lifetime) for expanded services. All funding is sourced from State Funds identified under SID 12236 (State) with account code DPH12236AIDSHLP. The budget template establishes detailed account definitions across income categories (contract funding, other state agency funding, and other income sources including federal funds, private grants, municipal funds, client fees, and in-kind contributions) and comprehensive expense categories covering direct expenses (salaries, fringe benefits, contractual services, transportation, materials and supplies, facilities, capital expenses, and other expenses), client subsidies, and indirect administrative and general costs. All budget line items in the template currently reflect zero dollar amounts, indicating this is a blank template for bidders to complete with their proposed budgets.

INDIRECT EXPENSES
7100ADMINISTRATIVE & GENERALA&G costs are those that have been incurred for common or joint objectives and cannot be readily identified with a particular final cost objective. Because of the diverse characteristics and accounting practices of organizations, it is not possible to specify the types of cost that may be classified as A&G costs in all situations. In addition, there is no universal definition of A&G costs in federal OMB circulars, GAAP, or other cost accounting standards. Therefore, for the purposes of these cost standards, A&G is defined as those costs that have been incurred for the overall executive and administrative offices of the organization or other expenses of a general nature that do not relate solely to any major cost objective of the organization. They are costs that by their nature are administrative in support of the overall organization. These costs must be identified and defined in the provider board approve cost allocation plan.
