Section I - Introduction
Overview
A. Agency Information The U.S. Railroad Retirement Board (RRB) is an independent agency in the executive branch of the federal govern-ment. The RRB’s primary function is to administer comprehensive retirement/survivor and unemployment/sickness in-surance benefit programs for railroad workers and their families under the Railroad Retirement Act and the Railroad Unemployment Insurance Act. The RRB also administers aspects of the Medicare program and has administrative re-sponsibilities under the Social Security Act and Internal Revenue Code.
The RRB headquarters is located at 844 N. Rush Street in Chicago, IL 60611. The RRB currently employs approximately 900 employees who work in its headquarters and in 53 field offices across the country in localities easily accessible by large numbers of railroad workers.
B. Purpose The RRB seeks to establish an executable task order agreement with a qualified contractor who can assess the level of effort needed to reengineer the RRB’s current computer environment into a Microsoft Windows-based system, create blueprint of how to achieve the target environment, and as an option, assist the RRB in defining a statement of work for services and associated hardware and software to accomplish the objective, and provide third-party oversight to ensure what was requested is delivered.
C. Performance Based Service Contracting Solicitation/Contract This solicitation has been developed in response to the Office of Federal Procurement Policy (OFPP) initiative to in-crease the use of performance-based contracting methods in the acquisition of services. Performance-based contracting emphasizing objective, measurable mission-related outputs rather than how the work is performed or broad and impre-cise statement of work. It requires objective, standards in developing statements of work, selecting contractors, determ-ining contract type and incentives, and performing contract administration.
D. Post Award Conference In order to codify the implementation and procedural issues attendant upon contract performance start up, it is anticip-ated that a post award conference will be held within 3 business days after contract award. The post award conference can be accomplished via telephone call or in-person at the RRB Headquarters Facility, 844 North Rush Street, Chicago, Illinois 60611. The contractor must attend this conference and be prepared to discuss an initial phase-in plan. As part of the initial phase-in plan, the Contractor shall demonstrate an overall understanding of the project and review the back-ground information and materials provided by the RRB. Discussions shall also include the scope of work, deliverables to be produced, how the efforts will be organized and project conducted, assumptions made, and expected results. The contractor will be responsible for all costs related to attending this conference.

Section III - Statement of Work
Statement of Objectives
This Performance-Based Statement of Objectives (SOO) outlines the tasks required for a Contractor (herein referred to as “Contractor”) to provide professional and technical expert services to the U.S. Railroad Retirement Board (herein after referred to as “RRB” or “Client”). Contractor shall perform in accordance with this SOO, which shall be effective from Contract award date until final deliverable received. When mutually executed for implementation, this SOO becomes contractually binding on Contractor and Client under the terms and conditions of the Contract.
A. Scope The RRB seeks an assessment of the cost of and level of effort needed to reengineer its current computer environment into a Microsoft Windows-based system. Our current mainframe environment is predominately batch COBOL ex-ecuted via JCL and on-line CICS. The mainframe programs access and store data in DB2 databases and tape flat files.
The current distributed environment consists primarily of ASP.Net, classic ASP, dBase and MS Access applications, connecting to SQL databases.
The RRB desires its legacy applications to be converted to the target environment using Windows Azure, the next gen-eration of the Microsoft .Net that enables hosting in the Private Cloud. The COBOL applications will be migrated to the interoperable C# and VB.Net code in this architecture. The DB2 databases will be consolidated to Enterprise SQL Server.
B. Background The RRB shall provide interested Contractors, upon written request (as specified below), with information on the RRB’s data center and application portfolios. This information shall be treated as sensitive and confidential informa-tion that the Contractor shall not disclose to any of its business partners, affiliates, or contractors, or to any other third-party, unless each such business partner, affiliate, contractor, or other third-party, as the case may be, first executes a confidentiality agreement with the Contractor.
C. Deliverables There are several mandatory and optional deliverables to this request. The mandatory deliverables are:
1. An in-depth assessment of the programs and supporting infrastructure of the RRB’s current environment (refer to D be-low).
2. A planning document for the reengineering effort (refer to E below).
3. After deliverables 1 and 2 have been completed, the contractor shall make a presentation of the findings to the RRB CIO
Document Number: RRB14Q0027 PROCESSED Page 6 of 20 and his senior staff.
The optional deliverables, to be exercised at the sole discretion of the RRB, are:
4. Services to write the Statement Of Work to accomplish the full reengineering effort, and the recommended proposal submission requirements (refer to F below).
5. Professional services to assist the RRB in the management and oversight of the third party contractor executing the reengineering effort (refer to G below).
Deliverables 1, 2 and 4 must be prepared using products within the Microsoft Office Suite 2010 (i.e. Word, Excel, and Visio). Provide documentation for the assumptions used in making all estimates. We anticipate the mandatory deliver-ables should be completed within 8 to 10 weeks.
D. Assessment of Current Environment Before the RRB undertakes a reengineering of its legacy computing environment, it is essential that we acquire a thor-ough and comprehensive analysis of the current environment. The contractor will provide the following deliverables:
1. Detailed Inventory
i. Produce an applications portfolio of RRB’s software on all platforms,
ii. Produce an inventory of RRB hardware, and its usage with the applications portfolio.
2. Concept Of Operations Produce a Concept of Operations (CONOPS), which breaks up each critical business function into the action performed, who the participants are, and the outcome of the action performed. The CONOPS documents business process applications in use, and data workflows and dependencies.
3. Visual Maps Produce visual maps to get a better understanding of the application interdependencies, usage and com-plexity. These maps will enable the agency to make informed decisions such as which applications should be marked to convert, merge or retire.
4. Activity Diagrams Produce activity diagrams to document the current business workflows, and the applications that enable these workflows. This knowledge is to be captured from a review of existing documentation, and inter-views with subject matter experts, key business users, and Systems Engineers who support day-to-day operations.
E. Planning Documents for Mainframe Reengineering Effort The contractor will produce a high-level blueprint laying out a proposed sequence of events describing how to migrate to the target environment. The plan will include the following:
1. Activity diagrams: Produce activity diagrams to document the proposed business workflows, and the applications that enable these workflows.
2. Concept of Operations: Produce a proposed CONOPS, which breaks up each critical business function into action performed, who the participants are, and the outcome of the action performed.
3. Visual maps: Produce updated visual maps to get a better understanding of the application interdependencies, usage and complexity in the target environment
4. Software: Describe the approach to converting RRB software to the target environment.
5. Hardware: Describe the approach to establishing the target hardware server architecture
6. Data: Describe the approach to migrating our data to the target environment. Our data currently resides on:
a. Mainframe disk packs
b. DB2 database tables
c. MS SQL server
d. Physical tapes
e. Virtual Tape Library
f. MS Access databases
g. dBase databases
7. Testing: Describe the methodology for testing in the target environment.
8. Training: Describe the training required to enable the current staff to work proficiently in the target environment. This includes, but is not limited to:
a. Mainframe system engineers
b. Network engineers
Document Number: RRB14Q0027 PROCESSED Page 7 of 20
c. Database administrators
d. Programmers/developers
9. Skill sets: Describe the recommended skill sets and competencies that the RRB IT staff will need to support the target environment.
10. Costs: Provide cost estimates in each of the categories shown in the attached sample spreadsheet (Attachment 3)
a. Provide an estimate of the cost of the services to perform the reengineering. Cost will include a breakdown of hours by labor categories.
b. Provide an estimate of RRB man-hours to support the reengineering.
c. Provide a list and cost of the hardware required to accomplish the reengineering
d. Provide a list and cost of the software required to accomplish the reengineering
e. Provide an estimate of operating costs for a period of five years
11. Time: Provide an estimate of the timeline for the duration of the project to accomplish the proposed sequence of events.
12. Proof of Concept: The contractor will produce a “proof of concept” to allow the RRB to gain con-fidence in the proposed strategy and design. The contractor shall demonstrate the conversion of a legacy RRB process to the target platform using the proposed methodology and any proprietary software tools.
This work must be performed using RRB facilities. The results of the proof of concept (e.g. a benefit calculation) must match the legacy application output.
F. Preparation of Statement of Work Upon RRB approval of the reengineering planning document, the RRB may exercise the option requiring the Contract-or to develop a Statement of Work (SOW) in preparation for competitive procurement of the services. The SOW shall define and detail all aspects of the required services. The SOW shall be constructed in accordance with generally ac-cepted government procurement practices, and applicable regulations and statutes. The contractor shall deliver the draft document in electronic format.
G. Professional services to assist the RRB in the management and oversight of the third party contractor execut-ing the Mainframe reengineering effort Upon RRB approval of the reengineering planning document, the RRB may exercise the option requiring the Contract-or to assist in the RRB project management and third party contractor implementation of the reengineering effort. The RRB anticipates that a contract for the reengineering effort will be awarded on or before September 30, 2015.
