Questions Regarding RFQ-CTS-057-15 (CTS Services in Boston, Massachusetts)
In regard to the TDAT application it states the quoter should submit the following:
Documentation that the quoter has on staff, or has a subcontracting agreement, with a board-certified/board eligible member of the American Osteopathic Board of Neurology and Psychiatry (licensed in Massachusetts) on staff to conduct psychiatric evaluations and to monitor medication. Include copies of the subcontracting agreement and licenses that meet state requirements for the proposed board certified/board eligible member.
Question 1: Is a signed memorandum of understanding sufficient?
Response: In order to meet the Decisions Rule Criteria described above, a prospective quoter must submit documentation and licenses that showcases that they have a board eligible member of the American Osteopathic Board of Neurology and Psychiatry who is licensed to practice in the state of Massachusetts to conduct psychiatric evaluations and to monitor medication ready to provide services under the impending contract.
Question 2: Per the Statement of Work:
The contractor must have a qualified practitioner (i.e., Physician Assistant, Advanced Practice Registered Nurse Practitioner/Specialist) with prescriptive authority who meet the standards of practice established by his/her state’s professional regulatory board to provide medication monitoring. The individual’s license must be in the state in which service is provided and the license must be submitted with the quote. The contractor must have a Medical Doctor (MD) or Doctor of Osteopathic (DO) to conduct psychiatric evaluations and reports.
Is it safe to assume we can use a healthcare clinic with prescribers to fulfill this requirement?
Response: In order to meet the Decisions Rule Criteria described above, a prospective quoter must submit documentation and licenses that showcases that they have an individual under the impending contract to prescribe any medications that are needed/required during the duration of the contract.
Question 3: “Client Notification Letter”, does that refer to a client who has been in counseling with us or a business client such as a kitchen vendor or the like?
Response: The Client Notification Letter is used to allow a perspective quoter to inform past business associates that they may be contacted by the Bureau in reference to this solicitation in order to help to determine a quoter’s responsibility, past performance, and overall ability to fulfill the requirements of the impending contract.
Question 4: What is the purpose and what is required for the Past Performance Questionnaire?
Response: The Past Performance Questionnaire is used by the Bureau to help determine a quoter’s overall ability to fulfill the requirements of the impending contract by examining how they have performed on similar contracts in the past. The questionnaire examines areas such as business relations, timeliness of performance, and overall customer satisfaction. In addition, the questionnaire should be completed by other companies or organizations that the perspective quoter has had pervious contracts with for similar services, and should be submitted by the response date listed on the Request for Quote (RFQ).
