About this file

This is an Addendum Number 01 to a Request for Qualifications (RFQ2026TCM CNDP) issued by The University of North Carolina at Chapel Hill for a Development Partner to deliver the mixed-use district component of Carolina North, a 240-acre university expansion located 1.6 miles north of the main campus. The addendum announces schedule changes due to the volume of vendor questions received. The deadline for the addendum providing answers to vendor questions has been revised from October 2, 2026 to October 9, 2026. Shortlist vendor interviews are tentatively scheduled for November 4, 2026 and may be conducted virtually or in person depending on the number of vendors interviewed. The RFQ opening date and time remain October 16, 2026 at 4:00 PM Eastern Time. One properly executed copy of the addendum must be returned prior to the RFQ opening date, either included with the proposal or emailed separately to Troy Morse at troy.morse@unc.edu.

The development scope encompasses master planning, design, financing, construction, and long-term stewardship of a 30–50 acre mixed-use district requiring a minimum of 1,100 undergraduate and 1,000 graduate student housing beds; affordable housing at 15 percent of market-rate units; workforce housing; UNC Health medical office space; and market-rate housing with retail, dining, commercial office, and hospitality uses. The University retains fee ownership of all land under long-term ground leases up to 99 years with no purchase options for the developer, and all improvements revert to the state at lease termination. The Development Partner must finance all development costs through private equity and non-recourse debt with no University financial guarantee. UNC has allocated $8 million for advanced planning and $35 million for early infrastructure works in fiscal year 2026–2027, to be funded independently of the Development Partner. Respondents must be registered North Carolina vendors in good standing and submit a single PDF file not exceeding 40 pages through the State's eVP portal, with required qualifications including demonstrated experience in large-scale mixed-use development, university partnerships, public-private partnerships, brownfield remediation, student and affordable housing, and district-scale infrastructure delivery.
