About this file

This document is a pre-submission meeting presentation deck from the University of North Carolina at Chapel Hill regarding the selection of a Development Partner for the Carolina North mixed-use district development project. The project involves a 240-acre expansion north of the main campus, with the mixed-use district component spanning 30-50 acres. The Development Partner will be responsible for supporting master planning, programming, design and construction, financing, and operation and maintenance of the district. Required qualifications submissions are due October 16, 2026, at 4:00 PM ET. An optional pre-submission meeting was held on September 16, 2026, and an optional site visit is scheduled for September 22, 2026, at 11:00 AM at the Horace Williams Airport tract. The procurement follows a two-stage process with Part 1 (RFQ) producing a shortlist of qualified firms in mid-November 2026, followed by Part 2 (RFP) issued only to shortlisted respondents the week of November 23, 2026. Shortlist interviews will occur the week of November 2, 2026, with announcement of prequalified respondents the week of November 13, 2026.

The development program requires a minimum of 1,100 undergraduate and 1,000 graduate student housing beds, affordable housing, workforce housing, and UNC Health medical office space, alongside desired elements including market-rate housing, retail, childcare, commercial office space, and hospitality uses. UNC retains fee ownership of all land under long-term ground leases up to 99 years with no developer purchase options, and all improvements revert to the state at lease termination. The Development Partner must source all development costs through private equity and non-recourse debt with no University financial guarantee or credit pledge. UNC has allocated $8 million for advanced planning and $35 million for early infrastructure works in fiscal year 2026-2027, funded independently of the Development Partner's responsibilities. All RFQ questions must be submitted to the procurement officer, Troy Morse, at troy.morse@unc.edu, with responses documented in an addendum. Respondents must be registered North Carolina vendors in good standing and submit a single PDF file not exceeding 40 pages through the State's eVP portal.
