About this file

This document is a technical specification attachment for a Request for Quotation (RFQ) to procure a Light and Elevated Temperature PV Chamber. The key requirements include:

The chamber must have an illumination area of approximately 1300 x 2300 mm, a spectral range of 380 - 1050 nm, temperature range of 25 - 95°C with minimal variation, continuous illumination power of over 30,000 hours, and LED lamps. The ability to make connections to individual minimodules inside the chamber is required, but an IV measurement system is not. The overall maximum space size is 11' x 5' with a maximum installed height of 8.4'. The chamber must be listed by a nationally recognized testing laboratory or field evaluated.

The required delivery date is 8 months After Receipt of Order (ARO). The solicitation is being issued by the Department of Energy Office of Science. No other details about the procurement, such as pricing terms, set asides, or incumbents, are provided in this attachment.

"Light and Elevated Temperature PV Chamber”

May 16th, 2024

1. Background and history:

The PACT and reliability teams are looking to replace an aging light soaking chamber.

Light and elevated temperature testing has been identified as an important reliability test for metal halide perovskite containing PV modules. In addition, light soaking remains important for thin film technologies more generally. Development of appropriate protocols for testing these technologies is in scope of a handful of NREL programs and the ability to precondition modules is a requirement for some established protocols.

2. Subcontract need summary:

The main object of this work is to develop and validate accelerated stress testing protocols for metal halide perovskite containing PV modules. In addition to the stress conditions themselves we are also developing pre-conditioning protocols which will likely require controlled light soaking. These activities require a chamber with good temperature and light uniformity. Our current aging systems are no longer meeting the requirements for this test development.

3. Timeline:

Required delivery date 8 months ARO.

4. Mandatory Qualifications

To be considered a ‘responsive offeror’ the following minimum criteria must be met.

These criteria are not evaluated but are instead ‘pass/fail’ criteria. NREL reserves the right to ask clarifying questions of the offerors as necessary in determining responsiveness to this RFP. Offerors’ proposals that do not meet the mandatory qualifications will not be evaluated or considered further for award under this solicitation.

REQUIRED CAPABILITIES

a. Illumination area: ~1300 x 2300 mm

b. Spectral Range: 380 – 1050 nm

c. Temperature: minimum 50 – 90 C, ideal 25 – 95C with minimal variation across test area.

d. Continuous illumination power: > 30,000 hours

e. Lamp type: LED

f. IV measurement system not required but the ability to make connection to individual minimodules inside of the chamber is required.

TECHNICAL OR SAFETY REQUIREMENTS

Listed by a nationally recognized testing laboratory (NRTL) where a listing is not achievable this will need to be field evaluated by a NRTL.

SPACE REQUIREMENTS/ LIMITATIONS

Overall max space size is 11’ x 5’, no [height limit].

The installed height of the existing instrument (to be removed) is 8.4'. Rafters at installation site are at 20'. This instrument should give room for any exhaust above the instrument.
