About this file

This document is an Amendment No. 2 to Request for Quote (RFQ) No. 2024020784 issued by the National Renewable Energy Laboratory (NREL) for the procurement of a "Light and Elevated Temperature PV Chamber".

The key details are:

  • The RFQ is for a Lowest Price Technically Acceptable award, with proposals due by 4:00pm Mountain Time on 7/18/2024.
  • The solicitation provides answers to technical questions regarding the illumination area, overall space size, and temperature range specifications. NREL indicates a preference for uniform light intensity and spectrum across the chamber, though the lowest price technically acceptable offer will be selected.
  • The overall requirement is for a light and elevated temperature PV chamber, with the main objective being the procurement of this equipment. The federal agency involved is the Department of Energy Office of Science.

Amendment No. 2: Amendment No. 2 is hereby issued to provide answers to technical questions submitted to NREL. Please see the following questions and their corresponding answers (answers in red).

1. Illumination area: ~1300 x 2300 mm à We notice that the spec is approx. Our closest standard size has illumination area that is 1% uniform within 1400 x 2230 mm area. Questions:

a) will 1400 x 2230 mm illumination area be accepted?

b) if not to a, will 1400 x 2300mm illumination area but with 1400 x 2230mm of it being 1% uniform, be accepted?

- this is approximate so a slight deviation is allowed.

2. Illumination area: ~1300 x 2300 mm and Overall max space size is 11’ x 5’ (1524mm x 3352.8mm) is very tight.

a) could you clarify whether 11’ x 5’ is referring to the envelop of the light source and temperature chamber, not including auxiliary equipment like the rack for computers and power supply, chiller;

and also not including the extent of the drawer that must slide out to mount the samples?

b) even if 11’ x 5’ is referring to the envelop of the light source and temperature chamber, whether it is permissible to extend to 11’ x 6’

c) some more clarity on the actual room size will be helpful for to get an idea on the absolute space constraint

- we cannot comment specifically on the location of this equipment. Space is going to be restricted regardless so deviating beyond the referenced size may not be feasible for us.

3. Temperature range: by our interpretation - these two statements: 50 – 90 C, ideal 25 – 95C, AND LOWEST PRICE (COST), TECHNICALLY ACCEPTABLE SELECTION would suggest that vendors need to submit 50 – 90C spec. Could you clarify if this interpretation is incorrect?

-vendors can submit whichever range makes sense given their equipment, however it must be inclusive of 50 – 90c.

4. Could you give clarity to whether the solar simulator specifications in terms of spectrum, uniformity will be taken into consideration rather than the criteria being lowest price for any offer that meets Spectral Range: 380 – 1050 nm (and currently, no requirements for light uniformity)?

-To be considered technically acceptable we would prefer the light intensity and spectrum to be uniform across the chamber. The lowest price must be technically acceptable in order to be selected.

ALL QUOTES ARE DUE ON OR BEFORE 7/18/2024 AT 4:00 P.M. MOUNTAIN. Please Submit the Quote(s) electronically to christopher.ragain@nrel.gov mailto:christopher.ragain@nrel.gov
