Amendment 0001 – Questions & Answers

Q1. Evaluation Factor 1 – Technical Capability

Will the Government provide the “as-built” CAD drawings? Many items stated in this factor relate to the original construction of the vehicle, for instance: approach and departure angles, envelope dimensions, chassis detail, HVAC, generator, etc. These are fixed elements, not modified in the scope of work. Please explain how these would be evaluated when they will be identical in each response?

A1.The Government was unable to obtain as-built drawings from the original manufacturer/upfitter. Therefore, the Government requests the vendor generate as-built drawings as specified. They will be evaluated on whether they meet the Government’s requirements listed in Factor 1.

Q2. Evaluation Factor 1 – Technical Capability

We assume that this only applies to modifications that we would make. Correct? Will the Government would assume responsibility for any non-compliance that is inherent in the vehicle as delivered to the contractor? Please define who is considered as the OEM. Our assumption is that you are referring to the chassis manufacturer.

A2.Evaluation Factor 1 applies to modifications made by the vendor. The evaluation factor does not apply to parts/systems of the vehicle not included in the statement of work. The OEM applies to the manufacturer of original equipment supplied by the vendor.

Q3. General Scope of Work

1. Can the Government please provide a drawing of the current vehicle configuration and a list of what is considered “non-essential/obsolete cable” runs? Are these installed in chases or raceways?

A3.The Government does not have drawings of the vehicle. Non-essential/obsolete cable runs apply to existing AC/DC, RG-6, CAT 5/6 or other wiring which is specified to be replaced by new cabling pursuant to the statement of work and any other “deadended” wiring discovered during the refurbishment.

Q4. Detailed Scope of Work

IP-Based cameras – Pelco -Has the model number been determined so we can price, or will this be GFE?

A4. It is GFE. Pelco S 6230 or comparable.

Q5. Detailed Scope of Work

Ref: ii. Install and wire Over the Air (OTA) digital tuner and antenna controller – Is Item 1, Winegard GFE?

A5. The Winegard Razar RZ-8500 antenna is GFE.

Q6. Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number.

A6. This is a unique requirement; however, contract DJF-15-1200-P-0022875 was a refurbishment of a similarly sized Gerling mobile command post.

Q7. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

A7. This is a new requirement.

Q8. The boiler plate language seems to be much more suited to a new build than an A/V update. For example, it calls for drawings of the body and chassis with dimensions and make/model info. As we are not providing any of this and have not been given this information by the FBI, we are unable to provide this information with our quote.

A8. The Government was unable to obtain as-built drawings from the original manufacturer/upfitter. Therefore, the Government requests the vendor generate as-built drawings as specified.

Q9. Also, regarding the past performance references, the last unit we did was for the FBI. Can we send the survey to the end users for this RFP?

A9. Yes.

Q10. Please provide the following information for the GFE: Identify manufacture and model/part number of all the monitors to be provided.

A10. 48” – Samsung UN48J5200AFXZA 32”- Samsung J5205 Q11. Please provide the following information for the GFE: Identify manufacture and model/part number of monitor mounts.

A.11 Universal Wall Mount i.e. Rocketfish.

Q12. Please provide the following information for the GFE: Identify manufacture and model/part number of cellular modem antenna.

A12. Laird TRA6927M3PWN001.

Q13Please provide the following information for the GFE: Identify the model/part number for the DMP44 LC, ICPC control Processor, and Audio Amplifiers A13.IPCP – Processor Pro 550. Amplifier – XPA-1002.

Q14Please provide the following information for the GFE: Confirm Pelco DVR is supplied with rack mount kit A14. Pelco DX-4800 will be supplied with rack mount kit or rack shelf.

Q15. Please provide the following information for the GFE: Identify the model/part number for two (2) GFE printers so that we can determine height and dimensions for placement plan A15. Lexmark CX310n Q16. Please provide the following information for the GFE: Confirm two Pelco cameras are GFE and provide Part Numbers.

A16.Cameras are GFE, Pelco S6230 Q17. Page 2. Factor 1 – Technical capability to meet the Government’s requirement. Para 2.

Technical Drawings. The drawings required in this paragraph are typically provided at the conclusion of a contract. Since the government already has the vehicle, we can assume that the government already has the dimensional data so that the basis for requesting these drawings is to receive a sample of the bidders drafting. Therefore, can we provide a sketch of the equipment layout for the MTOC?

A17. The Government was unable to obtain as-built drawings from the original manufacturer/upfitter. Therefore, the Government requests the vendor generate as-built drawings as specified.

Q18. With reference to Addendum A, paragraph 1.b.2 “Data Category 6 (CAT-6) (GFE)” We were advised that line items with a “GFE” suffix are government supplied and that all other items are vendor supplied. Please confirm?

A18.Correct. However, in this example only the bulk cabling is GFE, terminating connectors are not GFE.

Q19. With reference to Addendum A paragraph 2.c.2, HDMI Please identify manufacture/part number. Please confirm that HDMI cables are fitted with HDMI connectors.

A19. Cables are Pearl. 3 cables @ 26.3 feet and 2 cables @ 15 feet. All are fitted with HDMI connectors.

Q20. Does the government require colored boots for the colored RJ45 jacks?

A20. Yes.

Q21. Please provide the As-Built drawings and all manuals associated with the Gerling vehicle so that we can accurately estimate the magnitude of our work.

A21. The Government was unable to obtain as-built drawings from the original manufacturer/upfitter. Therefore, the Government requests the vendor generate as-built drawings as specified.

Q22. Additional modifications:

Is the bench that you want the storage installed under the one across the back wall of the one on the rack?

A22.The area of the rack under the work table.

Q23. The driver’s side and middle work tables are currently relocatable. Is it the Governments desire to maintain this functionality, or would it be acceptable to replace this table with a fixed design? Is the fold down rear section required?

A23.The middle work table must be permanently secured to the floor. The driver’s side table must be moveable to access the interior removable panel of the exterior mounted video monitor. The fold down portion of the driver’s side table toward the rear of the vehicle is not required.

Q24. Project Logistics and acceptance: Will customer testing be performed at vendor’s location?

A24. The Government testing will be performed at the vendor’s location.
