About this file
This document is a Questions and Responses (Q&R) file for Request for Quotes (RFQ 58800-16000) issued by the Oregon Department of Early Learning and Care (DELC) seeking curriculum development and instructional design services to modernize child care provider training. The RFQ addresses the development of four new asynchronous introductory training modules for different licensed provider types (Certified Child Care Centers, Certified School Age Centers, Outdoor Nature Based Programs, and Certified Family Child Care) and the revision of two existing required trainings: Introduction to Registered Family Child Care Parts One and Two, and ERDC Child Care Provider Orientation Parts One and Two. Existing courses vary in length and format, with Part One courses delivered online through a Learning Management System (LMS) in five languages (English, Spanish, Chinese, Vietnamese, and Russian) and ranging from 35 minutes to two hours of content, while Part Two courses consist of PowerPoint presentations delivered face-to-face or virtually, also in five languages and ranging from 2.5 to two hours of content. The ERDC courses require approximately 50 percent content updates due to system updates and process changes, while the Introduction to Registered Family Child Care courses require less than 10 percent updates depending on vendor recommendations. All courses must meet 508 accessibility compliance standards, include knowledge checks and end-of-course assessments, and incorporate two to three interactive activities to prevent fast-forwarding through content. The Introduction to Registered Family Child Care Part One and ERDC Child Care Provider Orientation Part One are built in Articulate 360. All proposals were due February 26, 2026, at 5:00 PM PST, with an anticipated Intent to Award date of March 5, 2026, and all training materials must be completed and integrated into a DELC-identified centralized platform by November 15, 2026, for a one-year contract term.
DELC will provide existing course materials, including PowerPoints, scripts, agendas, handouts, and licensing rule books, while the selected vendor is responsible for developing new content and managing integration into DELC's centralized training platform, which will be coordinated through DELC's LMS administrator at Portland State University's Oregon Center for Career Development. The Q&R document clarifies that some content can be reused and adapted across license types, following the structure of existing licensing guides with variations based on specific care requirements. Subject matter experts (SMEs) from DELC will review and approve courses prior to and throughout the development process, and the agency will work with the vendor to establish project timelines. The not-to-exceed contract value is $250,000 for the entirety of the project, with scoring weighted at 40 points for price proposal, 35 points for scope of services, 15 points for experience and capabilities, and 10 points for references. Required vendor qualifications include a minimum of five years of experience in similar services, successful implementation of current eLearning systems within the past three years, and expertise in adult learning curriculum applied to asynchronous training, with key personnel demonstrating strong project management and business analysis skills, recent experience in virtual asynchronous training material development, and ability to translate content into the required languages.
