About this file

This is a Request for Quote (RFQ) issued by the Illinois Department of Public Health, Office of Health Care Regulation, with Aaron Szerletich identified as the agency contact. The procurement seeks a qualified contractor to provide Informal Dispute Resolution (IDR) services as mandated under federal Centers for Medicare and Medicaid Services (CMS) regulations, specifically 42 CFR 488.331 and Chapter 7, Section 7212 of the State Operations Manual.

The contract period runs from July 1, 2026 through June 30, 2028 (fiscal years 2027 and 2028), with an estimated requirement of approximately 150 hours per year (300 hours total over two years). Pricing shall be submitted on a per-hour rate basis with all expenses included, and quotes must remain valid for 90 days from submission. The contractor will review nursing facility survey citations (CMS-2567 forms) and provide written recommendations regarding deficiency deletions, support, or amendments within 20 calendar days of receipt. Mandatory qualifications include three years of nursing home survey experience, expertise in Medicare/Medicaid program requirements and applicable healthcare standards, and strict independence requirements prohibiting financial interests in long-term care facilities, recent employment with state agencies, or family relationships with involved facilities. Services will be performed at the contractor's office, with facility clients bearing payment costs rather than the Illinois Department of Public Health. Award will be made to the qualified vendor offering the lowest price, with submission required electronically through Bidbuy.
