About this file

This is a Request for Qualifications (RFQ) issued by the City of Chandler, Texas for comprehensive municipal engineering and development review services. The City seeks to select up to two professional engineering firms licensed in Texas to provide services on an as-needed basis, including comprehensive utility master planning (water, wastewater, and water well systems), development services and plan review, geographic information systems (GIS) management, general infrastructure and construction administration, and regulatory liaison and permitting support. The RFQ was released on July 14, 2026, with a written question deadline of July 21, 2026 at 2:00 P.M. CST and a submission deadline of July 28, 2026 at 2:00 P.M. CST. Electronic submissions must be sent to jy@chandlertx.com. The selected firms will execute non-exclusive Master Professional Services Agreements with no guaranteed workload, volume, or financial commitments, and the City reserves the right to terminate either contract for convenience at any time without cause.

Pricing information must not be submitted with qualifications statements, as this procurement is governed by Chapter 2254 of the Texas Government Code (Professional Services Procurement Act), which requires selection based solely on demonstrated competence and qualifications. The City will negotiate a fair and reasonable contract with the highest-ranked firm(s) following the statutory selection process. Evaluation will be based on a 100-point scoring rubric: Development Review and GIS Support Capabilities (40 points), Municipal Engineering and Utility Master Planning Experience (40 points), and Qualifications of Assigned Key Personnel (20 points). Respondents must submit a Statement of Qualifications containing a letter of interest with corporate profile, key personnel and relevant experience documentation, and required forms including a notarized Texas Statutory Verification and Non-Collusion Affidavit, Conflict of Interest Questionnaire, and Master Professional Services Agreement Acknowledgment. Contract awards are subject to formal approval by Chandler City Council and may be funded in part by state or federal grant or loan programs, including the Texas Water Development Board (TWDB).

1.0 NOTICE TO RESPONDENTS

1.1 Introduction The City of Chandler, Texas (City) is soliciting Statements of

Qualifications (SOQ) from professional engineering firms licensed in the State of Texas to provide comprehensive municipal engineering, utility master planning, land development services, and civil engineering consultation support. The City intends to utilize these services on an as-needed basis to assist with infrastructure evaluation, private development submittal reviews, capital improvement projects, construction administration, and regulatory compliance.

1.2 Contract Structure and Scope of Selection The City intends to select up to two (2) engineering firms to serve concurrently to fulfill the City's municipal needs. The selection process is explicitly designed to secure firms capable of performing dual core functions:

serving as the City Engineer for municipal public works projects and acting as the City's

Development Services Engineer for private residential, commercial, and industrial submittals.

Contracts will be executed as non-exclusive Master Professional Services Agreements.

The City explicitly retains the right to assign specific civil projects, subdivision plat reviews, site plan evaluations, or master planning tasks to either contracted firm at its sole operational discretion on a project-by-project basis. The City makes no workload, volume, or financial guarantees under these master agreements and reserves the right to terminate either contract for convenience at any time without cause. The City also reserves the right to reject any or all qualification statements received.

1.3 Statutory Authority and Procurement Compliance This Request for Qualifications is issued in strict accordance with Chapter 2254 of the Texas Government Code

(Professional Services Procurement Act). Pursuant to Texas Government Code Section

2254.004, architectural, engineering, or land surveying fees, hourly rates, or cost estimates must not be submitted with this application. Any qualification statement containing pricing metrics or fee schedules may be disqualified immediately without review. The City reserves the right to disregard such information if accidentally included.

Selection and ranking will be based solely on demonstrated competence and qualifications. The City will first attempt to negotiate a fair and reasonable contract with the most highly qualified firm. If a satisfactory contract cannot be negotiated, the City

RFQ NO. 2026-002, Page 2 will formally end negotiations with that firm and proceed to the next most highly qualified firm. If the City elects to award two master agreements, this statutory negotiation process will be applied separately to each award. Final contract execution is subject to formal approval by the Chandler City Council.

Contract awards and subsequent project task orders may be funded in part by state or federal grant or loan programs, including but not limited to the Texas Water

Development Board (TWDB). This procurement will comply with state and federal regulations regarding the solicitation of Small, Minority, and Women's Business

Enterprises (SMWBE).

1.4 Public Information Act All materials submitted in response to this RFQ become the property of the City and are subject to public disclosure under the Texas Public

Information Act (Texas Government Code Chapter 552). It is the responsibility of the responding firm to explicitly mark any proprietary data or trade secrets, though the City does not guarantee or assume legal responsibility for defending a respondent’s claims of confidentiality.

1.5 Cost of Preparation The City of Chandler is not liable for any costs incurred by prospective engineering firms in the preparation, transmission, or presentation of their

SOQ package or subsequent interview components.

1.6 Reservation of Rights

The City of Chandler reserves the sole and absolute right to:

Waive, modify, or amend any submission requirements, page limits, deadlines, or formal procedures outlined in this RFQ at any time.
