About this file

This is a Statements of Qualifications solicitation document from the City of Chandler, Texas, seeking professional engineering firms licensed in Texas to provide comprehensive municipal engineering, utility master planning, land development review, and civil engineering consultation services on an as-needed basis. The City intends to select up to two firms to execute non-exclusive Master Professional Services Agreements with no guaranteed workload, volume, or financial commitments. Requested services include comprehensive utility master planning for water, wastewater, and water well systems; development submittal reviews and plan review; geographic information systems (GIS) management; general infrastructure and construction administration; and regulatory liaison and permitting support. Statements of Qualifications are due July 28, 2026 at 2:00 p.m. CST, with written questions due July 21, 2026 at 2:00 p.m. CST. Electronic submissions should be directed to jy@chandlertx.com. Contract awards are subject to formal approval by Chandler City Council and the City may terminate either contract for convenience at any time without cause.

Evaluation of submissions will be conducted using a 100-point rubric structured as follows: Development Review and GIS Support Capabilities (40 points), Municipal Engineering and Utility Master Planning Experience (40 points), and Qualifications of Assigned Key Personnel (20 points). This procurement is governed by the Texas Government Code Chapter 2254 (Professional Services Procurement Act), which requires selection based solely on demonstrated competence and qualifications; pricing must not be submitted with SOQs and will be negotiated after selection of the highest-ranked firm(s). Respondents must submit a Statement of Qualifications containing a letter of interest with corporate profile, documentation of key personnel and relevant experience, a notarized Texas Statutory Verification and Non-Collusion Affidavit, a Conflict of Interest Questionnaire, and a Master Professional Services Agreement Acknowledgment. Contract awards may be funded in part by the Texas Water Development Board (TWDB) or other state or federal grant or loan programs.
