a. Association of Edison Illuminating Companies (AEIC) Publication No. CS8 as last revised, "Specifications for Extruded Dielectric Shielded Power Cables Rated 5 through 46 kV."
b. Insulated Cable Engineers Association (ICEA) Publication No. S-94-649, as last revised, "Standard for Concentric Neutral Cables Rated 5,000–46,000 Volts.”
c. National Electrical Manufacturers Association (NEMA) Publication No. WC 26, as last revised, "Binational Wire and Cable Packaging Standard."
3) Tests
The Contractor shall furnish Certified Test Reports of all the tests performed on completed cable as prescribed by AEIC CS8 and ICEA S-94-649 before delivery of cable to the City. Test reports shall be mailed to:
Glendale Water & Power Electric Services – Transmission & Distribution Engineering 141 N. Glendale Avenue, 4th Level Glendale, CA 91206
4) Delivery
Delivery of all commodities to be furnished under these Specifications shall be defined as delivery in good order to the Glendale Water & Power Warehouse, 800 Air Way, Glendale, California, by flat bed truck. All shipments shall be arranged to be unloaded without dock facilities and to be handled with a forklift. The City works on a 9/80 schedule with alternate Fridays off. It is preferable that deliveries are not scheduled on Fridays. The City shall be notified 24 hours in advance of a delivery by calling (818) 548-3930.
5) Guarantee The Contractor shall guarantee all materials and equipment furnished to be free from defects of material, workmanship, design, or construction for a period of forty (40) years after completion of manufacturing. The Contractor shall furnish immediately and at no cost to the City, a length of new cable equal to the length of defective cable and shall extend the same guarantee on that cable.
Specifications #52- 500 KCMIL COMP CU 15kV Triplex UG Cable 175 MILS EPR 1/3 CU Concentric Neutral (February 2013)
6) Cable Fabrication The cable to be furnished under these Specifications shall be manufactured by using the triple extrusion method, applying the conductor shield, the insulation, and the insulation shield in one pass.
7) Conductor Each central conductor of the triplex 500 kcmil cable shall be annealed uncoated copper, class B compact stranded in accordance with ICEA S-94-649. The Conductor shall be untarnished, bright, clean, and kept free of moisture, soot, and corrosion products. The conductor shall be kept in a dust-free environment or covered with plastic or cleaned thoroughly prior to extrusion. The conductor shall be protected from abrasions and shall not be dragged on the ground at any time. The direct-current resistance of each conductor shall be measured on each completed cable and corrected to 25ºC.
8) Conductor Shield An extruded thermosetting, semiconducting shield shall be applied directly over the conductor. The shield shall be designed to firmly bond to the insulation but to strip easily and cleanly from the conductor. The conductor's surface, after stripping, shall be free of any residuals of the shielding material. The stripping shall be done without the use of heat, wire brushing, or chemicals. Shield minimum thickness at any one point shall conform to AEIC CS8 and ICEA S-94-649. The conductor shield material shall be ethylene propylene rubber (EPR) or approved equal.
9) Insulation The cable insulation, which shall be extruded over the conductor shield, shall be made of high-quality, low dielectric loss, ozone and ultraviolet-resistant, ethylene propylene rubber (EPR). The insulation shall be designed for 90 ºC maximum conductor operating temperature and shall meet all the requirements of ICEA S-94-649 and AEIC CS8. The cable insulation shall have a thickness of 175 mils and shall meet all the dimensional, electrical, and physical requirements specified in AEIC CS8 and ICEA S-94-649. The cable insulation shall be colored to contrast with the semiconducting shield layers.
10) Insulation Shield An extruded thermosetting, semiconducting shield meeting the requirements of ICEA S- 94-649 and AEIC CS8 shall be applied over the insulation. The insulation shield shall strip cleanly from the insulation and shall not require heat, wire brushing or chemicals for its removal. The tension necessary to remove the insulation shield from the insulation at room temperature shall meet the requirements of ICEA S-94-649. The insulation shield material shall be ethylene propylene rubber (EPR) or approved equal.
Specifications #52- 500 KCMIL COMP CU 15kV Triplex UG Cable 175 MILS EPR 1/3 CU Concentric Neutral (February 2013)
11) Extrusion The conductor shield, insulation, and insulation shield shall be applied by triple extrusion method. During the extrusion process, each layer of shielding and insulation shall not be exposed to moisture, contaminants, and the ambient environment. All raw materials prior to extrusion must be protected from contamination and exposure to the ambient environment.
12) Concentric Neutral Conductor A concentric neutral conductor shall be installed over the insulation shield. The conductor shall consist of at least twenty six (26) #12 AWG round, solid, uncoated copper wires per phase, in accordance with ICEA S-94-649.
13) Cable Jacket An encapsulating insulator jacket consisting of moisture-resisting, black, linear low-density polyethylene (LLDPE) shall be extruded over the concentric neutral conductor and fill the spaces between the wires. The jacket material shall be in contact with the insulation shield but shall strip freely from it. The cable jacket shall meet all the dimensional, electrical, and physical requirements specified in AEIC CS8 and ICEA S- 94-649.
