About this file
This document is a Proposal Evaluation Committee Meeting Minutes report for the City of Oviedo, Florida, documenting the evaluation results for RFQ 25-44: Professional Geotechnical Services. The meeting was conducted on September 11, 2025, at the Public Works Administration building in Oviedo, Florida, with four voting committee members comprising city engineering staff and two non-voting procurement representatives present. The RFQ sought to procure professional geotechnical services on an as-needed basis through work orders and purchase orders, with the initial contract term of one year and potential two-year automatic renewals available. The evaluation committee scored twelve proposing firms across six criteria categories: required forms, required documents, experience and qualifications, project approach, references, and location. The committee determined that the top three ranked firms would be recommended for award at a future City Council meeting.
Intertek Professional Service Industries, Inc. ranked first with a final score of 369 points, followed by Geotechnical Environmental Consultants, Inc. (GEC) in second place with 365 points, and Ardaman & Associates in third place with 362 points. The evaluation process reflected a competitive selection based on qualifications and technical merit rather than price, consistent with the Consultants Competitive Negotiation Act framework under Florida Statutes 287.055. No specific set-aside designations, incumbent vendors, or contract value amounts were identified in the meeting minutes. The document confirms that all proposed firms met the minimum threshold requirements, including Florida professional registration and a minimum of five years of geotechnical services experience, and the procurement process proceeded without noted complications or protests.
