Proposal Evaluation Committee Meeting Minutes
September 11, 2025 RFQ 25-44: Professional Geotechnical Services
The Evaluation Committee meeting was held on Thursday, September 11, 2025, at the Public Works Administration building located at 1655 Evans St. Oviedo, FL 32765. The meeting started at 1:00 p.m.
City of Oviedo Representatives:
• Jacqueta Scott, Procurement Manager (non-voting)
• Abel Velasco, Procurement Coordinator (non-voting)
Committee Members:
• Alexis Stewart, Assistant Public Works Director/City Engineer
• Paul Yeargain, Assistant City Engineer/Engineering Manager
• Gloria Berges-RiCharde, Engineer III
• Mala Persuad, Engineer III
Procurement welcomed the Evaluation Committee and advised that the meeting was recorded.
The Committee openly discussed the individual scoring sections/criteria for each of the firms.
Upon completion of the discussions, the Committee finalized and submitted their scores. Firms were ranked according to scores.
