2. PROJECT OVERVIEW
2.1 Introduction
Jackson County School District No. 6 (Central Point) (“the District”) is pleased to invite experienced and qualified Design-Build teams with a strong focus on economic approaches to construction, especially considering a limited budget and accelerated project completion, to submit their qualifications for the construction of a new gymnasium at Mae Richardson
Elementary School. This project represents a significant investment in our students' physical education, artistic expression, and recreational opportunities. We are excited to collaborate with a skilled team that places emphasis on cost-effective solutions, timely delivery, and innovative design, building upon the conceptual design provided by ORW Architecture. We eagerly anticipate reviewing your qualifications and identifying a Design-Build partner that shares our vision for cost-effective and prompt delivery of educational facilities. Thank you for your keen interest in this project.
2.2 Scope of Work
The project involves the design and construction of a versatile 6,400 square foot gymnasium facility based on the conceptual design by ORW Architecture. See Attachment A: Project
Conceptual Plan. This design will be adapted to align with our commitment to efficient resource utilization and optimal budget management, while adhering to a tight project timeline. The gymnasium will encompass multipurpose sports courts, storage, and a dedicated kiln room for artistic activities. 3. DESIGN-BUILD SERVICES
3.1 General Services
The successful Design-Build Contractor (DBC) will be skilled in all aspects typical to a general contractor and construction manager including, but not limited to: construction on occupied campuses, developing Critical Path Method (CPM) schedules, preparing construction estimates, performing value engineering and life-cycle cost studies, analyzing alternative designs, studying labor conditions, understanding construction methods and techniques, understanding local climate conditions and requirements for weather protection during construction, performing constructability reviews, sequencing of Work, and coordinating and communicating the activities of the team throughout the design and construction phases to all members of the Project delivery team.
The DBC will be selected to best serve the District in consideration of the following factors:
1) Ensure a safe work environment;
2) Develop procedures to identify, minimize and manage risks to the Project;
3) Implement procedures to aggressively manage quality control, construction costs and schedule;
4) Participate fully in team partnering and collaborative decision-making processes;
5) Ensure District operations are maintained throughout construction with minimal disruptions;
6) Meet with the District as requested to facilitate the Project;
7) Discuss with the District, then implement any accepted services that benefit the Project;
8) Consult with, advise, assist, and provide recommendations to the District on all aspects of the planning and design of the Project;
9) Work with the District to understand the interrelationships between Project systems and provide recommendations, functional evaluations and cost comparisons and assessments.
3.2 Preconstruction Services
During Preconstruction Services, the DBC shall actively participate as a member of the Core Team during Schematic Design, Design Development and Construction Documents phases. The DBC shall be responsible for providing necessary consulting expertise to ensure that program scope is maximized, and construction budget and Project schedule are feasible.
DBC’s Preconstruction Services shall include but not be limited to:
10) Preliminary evaluation of the budget, program and other documents prepared;
11) Provide through qualified, licensed design professionals employed by the DBC, or procured from qualified, independent licensed Design Consultants, consistent with applicable state licensing laws, the necessary design services, including architectural, engineering and other design professional services, for the preparation of the required drawings, specifications and other design submittals to permit the DBC to complete the Work;
Central Point School District RFQ # 23-06 Page 9 of 24
12) Consult with the Core Team regarding design and construction planning for renovation work, selection of materials and systems, construction feasibility, materials and labor availability, time requirements, costs, alternative designs and materials, budgets, and economics;
13) Attend meetings with the Core Team;
14) Provide estimating and cost control services. Prepare estimates and estimate reconciliations at major design milestones. Develop a Project budget and provide monthly cost status report
(to include cash flow projections) to Owner’s Representative;
15) Review and provide advice on Design Team’s documents for completeness and adequate detailing;
16) The DBC shall be responsible for meeting all jurisdictional requirements, including land use;
17) Implement a cost-loaded scheduling system for use during the Preconstruction and
Construction phases;
18) Provide procurement and implementation strategies for complex phasing of the Project to leverage Early Work bid package(s), while allowing time for additional design solutions for subsequent bid packages;
19) The DBC will submit for and obtain all required permits;
20) Perform labor, vendor and supplies analysis. Develop bid packaging strategy that encourages maximum participation by COBID businesses, local Subcontractors, vendors and labor resources as well as diversity of workforce;
21) Work with Design Team to prepare Early Work bid packages for specific portions of the
Project such as asbestos abatement, demolition, foundation and structural framing, or other portions of Work;
22) Develop a GMP Proposal for the Project based on at least 75% completed Construction
Documents prepared by the DBC;
23) Identify cost-effective solutions through constructability reviews, value engineering, cost reduction measures and collaboration with stakeholders to meet budget constraints;
24) Given the complications associated with working in existing construction, the DBC will be relied upon during Preconstruction Services to review existing construction with respect to as-built plans, verify existing construction elements, and assist with pricing models associated with varying in-situ conditions. This review will result in areas and details about the existing construction that are concealed and cannot be adequately documented without exposing the concealed construction. The DBC shall work together with Owner’s
Representative to define exploratory locations to adequately identify the unknown construction techniques and detailing. Once all parties agree to the number and size of exploratory locations, the DBC shall provide an exploratory proposal to perform the destructive investigation to expose concealed construction. The DBC shall include any pricing necessary for temporary patching as required to maintain operations. The DBC’s exploratory proposal will be processed as an Early Work Amendment to the Contract. The DBC shall report results of the destructive investigation to the Owner’s Representative.
Central Point School District RFQ # 23-06 Page 10 of 24
3.3 Construction Services
DBC shall provide full general contracting services for construction of the Project in accordance with the requirements of the Contract Documents except to the extent Work is specifically indicated in the Contract Documents to be the responsibility of others. 32) Substitutions of materials and/or fixtures related to the approved design should be of like quality and must be reviewed and approved by the Owner’s Representative.
33) Establish a Change Order Request processing system. The District expects a GMP to include any contingency for the DBC’s use to cover cost considered reimbursable as cost of the Work under the Design-Build Contract, and no Change Orders Requests for that Work would be necessary. Any Change Orders Requests may include such things as changes in scope of
Work, systems, kinds and quality of materials, finishes or equipment at the request or upon approval of the District. No other Change Orders Requests will be issued;
34) Establish and implement a cost reporting system that tracks and reports status of
Subcontractor, vendor and supplier payments, Change Orders, contingency and overall
Project budget status. This project is intended to be open-book, all costs will be transparent to the Owner’s Representative;

Owner’s Representative to review how the Design-Build method was beneficial to the
Project;
38) Prior to completion of the one-year warranty period, conduct a review of the Project with the Core Team to identify any issues that are covered by the warranty and in need of correction, repair, or replacement;
39) The DBC must issue to Owner’s Representative a Final Report and a Final GMP Reconciliation upon completion of the Project before the Project is considered complete;
40) The DBC must provide Project as-builts before the Project is considered complete.
3.4 Subcontractor Outreach
Successful Proposer will be required to develop a plan demonstrating good faith effort to provide opportunities for local Subcontractors and COBID businesses. The plan shall also include DBC’s approach encouraging a diverse work force. Local contractors are defined as contractors, Subcontractors, vendors, and material suppliers residing and doing business within Jackson and/or Josephine Counties for at least the last 12 months.
The District endorses the State of Oregon as it manages socio-economic programs for business inclusion and diversity that promote opportunities for disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, businesses owned by service-disabled veterans and emerging small businesses. The Certification Office for Business Inclusion and
Diversity (“COBID”) program certifies businesses that apply and meet the state’s criteria for these programs. The goal of each of these programs is to expand access to government contracting opportunities to COBID-certified businesses throughout the state.
Contracting opportunities with state, county and city government agencies and special jurisdictions (including hospitals and universities) include:
• Minority Business Enterprise Program (MBE)
• Women Business Enterprise Program (WBE)
• Service-Disabled Veteran-Owned Business (SDVOB)
• Emerging Small Business Program (ESB)
Contracting with businesses certified under COBID programs develops an inclusive, open, and honest business climate throughout the state. Certification of qualified businesses enables the state to track and validate agency-set goals and initiatives. Through the certification programs, the state of Oregon expands its efforts to increase diversity and inclusion within government contracting.

The District will make an independent determination regarding exemptions applicable to information that has been properly marked and segregated. Information that has not been properly marked and segregated may be disclosed in response to a public records request. When exempt information is mixed with nonexempt information, the non-exempt information must be disclosed. The District will redact pages that include both exempt and nonexempt information to allow disclosure of the nonexempt information.
Unless expressly provided otherwise in this RFQ or in a separate communication, the District does not agree to withhold from public disclosure any information submitted in confidence by a Proposer unless the information is otherwise exempt under Oregon law. The District considers Proposals submitted in response to this RFQ to be submitted in confidence only until the District’s evaluation is complete and the District has acted on the Notice of Intent to Award.
