About this file
This is a Questions and Answers document issued by the New York State Unified Court System (UCS), Office of Court Administration, in response to vendor inquiries concerning RFQ #2026-0901 for Dosimetry Badges and Radiation Processing Services serving New York City court locations. The solicitation requires the supply and processing of an estimated 3,140 TLD-XBGN 4 element dosimeter badges annually across four quarterly exchange cycles, with badges distributed directly to 16 designated UCS court locations and returned separately from each location using contractor-provided prepaid packaging. Normal exposure results must be reported within five to seven business days via email and mailed hard copy sent separately to each court location, while overexposure results require notification within twenty-four hours using the fastest agreed-upon method. The RFQ closed on September 23, 2026, with questions due by September 9, 2026 at noon.
The incumbent contractor is PL Medical. The laboratory processing badges must be accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). The RFQ carries no stated set-aside or preference program, and UCS will pay for any unreturned badges at rates specified in the Pricing Sheet. Clarifications provided in the Q&A document confirmed that the 3,140 badge estimate represents total annual volume inclusive of all quarterly cycles, that quarterly shipments and all hard-copy reports will be distributed separately to individual court locations rather than consolidated, and that the solicitation applies only to New York City court locations, excluding previously serviced locations outside that geographic scope such as Morgan County Courthouse in West Virginia.

RFQ #2026-0901 Dosimetry Badges and Radiation Processing Services, NYC
The New York State Unified Court System (UCS) thanks the vendors that submitted the questions below concerning the Dosimetry Badges and Radiation Processing Services Request for Quotes (RFQ) issued on September 1, 2026.
Below are the responses to the questions UCS received in connection with this RFQ.
Questions and Answers
Question # 1:
For purposes of completing the Pricing Sheet, please confirm that the estimated annual badge quantity of 3,140 represents the total number of individual dosimetry badges expected to be supplied and processed during one contract year, inclusive of all four quarterly exchange cycles, rather than 3,140 badges per quarterly cycle.
UCS Response:
Confirmed. The supply and processing of 3,140 badges is the estimated quantity for one contract year, inclusive of all four quarterly exchange cycles.
Question # 2:
The RFQ identifies 16 UCS court locations and requires contractor-provided prepaid packaging for returned badges. Please confirm whether each listed location will return its badges separately each quarter, or whether returns from any locations will be consolidated.
UCS Response:
Each location will return its badges separately each quarter.
Question # 3:
Please confirm whether quarterly badge shipments are expected to be sent directly to each of the listed UCS locations, or whether UCS uses a centralized distribution location.
Quarterly badge shipments are to be sent directly to each of the listed UCS locations.
Question # 4:
Regarding the requirement for normal exposure results to be provided by email and mailed hard copy within five to seven business days, please confirm whether the hard-copy reports must be mailed separately to each UCS location or to a centralized UCS address.
The hard-copy reports are to be mailed separately to each UCS location.
Question # 5:
Section V.C states that the awarded contract will incorporate the standard clauses for all UCS contracts contained in Appendix A. Appendix A does not appear to be included in the four-page RFQ document available through NYS Contract Reporter. Please advise where Appendix A may be obtained.
Please see the attached Appendix A.
Question # 6:
If available, could UCS provide the actual number of dosimetry badges issued/processed during the most recent completed contract year for this program?
UCS Response:
The RFQ amounts are based on the most recent actual number of dosimetry badges issued for one UCS fiscal year.
Question # 7:
Last year account 140966, Morgan County Courthouse was included on this contract. I noticed that they are not listed this year. Is Morgan County Courthouse, located at 77 Fairfax Street, RM 101, Berkeley Springs, WV 25411, allowed service under this contract?
No, this solicitation is only intended for the New York City Court locations listed in the RFQ.
