QUESTIONS & ANSWERS

In addition to the questions and answers posted on January 24 and February 4,2013, the following additional questions and answers are provided for informational purposes only. Nothing contained in the below questions and answers constitutes a change to the terms and conditions ofthe solicitation. Any change to a term or condition will be issued through an amendment to the solicitation.

QUESTION 1: M.3.5: Page 109 of the 9mm Luger solicitation states: "SAAMI pressure limits and FBI pressure testing procedures as outlined in Section 5 (pressures) apply to this section." Please clarify which page is to be referenced pertaining to "Section 5 (pressures)".

FBI testing procedures as outlined in Section 8 (page 105, paragraph 3) apply to this section. Refer to Amendment 3.

QUESTION 2: M.3.4: The statement on page 109 of the solicitation pertaining to SAAMI pressure limits is interpreted as all pressure testing conducted during the environmental evaluation must comply with SAAMI maximum average pressure, maximum probable lot mean, and maximum probable sample mean as outlined on page 105 of the solicitation.

SAAMI does not specify that product must comply to these pressure limits when conditioned at extreme temperatures, but rather that material must be free of ammunition casualties that could constitute safety-related non-conformances. It is our observation that to comply to SAAMI pressure limits during these extreme temperature storages, propellant types must be used with less than desirable attributes pertaining to cleanliness and residue. Please confirm that it is the FBI's intention to require that all load types comply to these outlined SAAMI pressure limits during phase III environmental evaluations.

Correct. All load types shall not exceed the outlined SAAMI pressure limits, identified on page 105/ paragraph 3, during Phase III environmental evaluations.
