QUESTIONS & ANSWERS

In addition to the questions and answers posted on January 24,2013, the following additional questions and answers are provided for informational purposes only.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions ofthe solicitation. Any change to a term or condition will be issued through an amendment to the solicitation.

QUESTION 1: On page 99, Penetration, the firearm barrel length is called out as 4.250". Does this length exclude the crown, or is it inclusive of the barrel crown?

Ballistic Research Facility measures from the front of a closed bolt face to the end of the lands/grooves for the overall barrel length. Any "crown" is not attributable to the measurement for barrel length.

QUESTION 2: D.l.0: Please clarify your definition of the exterior shipping label. For example, do you mean each individual case or are you referring to the pallet?

The Contractor shall place the contract and order number on or adjacent to the exterior shipping label on each pallet. (Refer to Amendment 2)

QUESTION 3: 1.5.0: Can the minimum be restated to say one full case for shipments within CONUS and 10 full cases for shipments to HI, AK, and Puerto Rico?

The Government intends to amend Clause 52.216-19 ORDER LIMITATIONS under 1.5.0 to state: "When the Government requires supplies or services covered by this contract in an amount of less than 1 full case for shipments within CONUS and 5 full cases for shipments to HI, AK, and Puerto Rico, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract." (Refer to Amendment 2)

QUESTION 4: M.3.5, #17: Since the Function Reliability Testing will only consist of 5,00 rounds of training and 2,500 rounds of Frangible, does the retained sample only need to be 10,000 and 5,000 rounds, respectfully?

Functional reliability testing is not limited to 5,000 rounds of "Training" and 2,500 rounds of "Frangible." Those are the allowable malfunction rates during Phase III testing. Section M.3.1 under Ammunition Samples Required states "any offeror selected for Phase III testing (Functional Reliability) will be required to submit 20,000 rounds (divided into two different LOTS or DAY CODES of 10,000 rounds) for each submission selected for Phase III testing."

QUESTION 5: Amendment 01, M.3.4, #7: Can you please add the PIN for the 20 ga Galvanized Plate?

No part number exists for this item. Sandi Flowers, Dominion Steel, can be contacted to obtain the exact "FBI bullet testing" steel and along with certifications for the steel upon request.
