QUESTIONS &ANSWERS

The following questions and answers are provided for informational purposes only.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions ofthe solicitation. Any change to a term or condition will be issued through an amendment to the solicitation. QUESTION 1: C.4.1. - Projectile Weight - A range of projectile weights is listed for each cartridge classification. In each instance, the minimum allowable weight is noted as a minimum weight (-1) grain and a maximum weight (+1) grain. Does this mean that no single projectile shall exceed the -1 and +1 tolerances listed? For example, if a nominal 147 grain projectile is submitted, does this mean that no single projectile within a sample or lot may weigh greater than 148 grains? For reference, SAAMI states that the allowable projectile weight tolerance on any projectile weighing more than 100 grains is ±1.5% of the nominal weight and ±2.0% of the nominal weight for projectiles nominally weighing less than 100 grains.

Projectile weight tolerance on any projectile weighing more than 100 grains is ±l.S% of the nominal weight and ±2.0% of the nominal weight for projectiles nominally weighing less than 100 grains. (Refer to Amendment 1).

QUESTION 2: C.4.2 - Projectile Design - It is stated that the fired projectile shall not penetrate currently issued FBI Level IlIA body armor. Furthermore, in section J attachment 5, the manufacturer must certify that the submitted product will not penetrate currently issued FBI Level IlIA body armor. Will the FBI provide body armor to offerers for testing prior to the submission of samples? If not, will the FBI provide contact information for the manufacturer so that body armor may be obtained?

The FBI will not be supply samples of body armor. Offerer's may purchase currently issued FBI armor samples from Diamondback Tactical, 207 Oakland Road, Spindale, North Carolina, 28160. Point of contact is Mr. Roland Vanskiver, VP Global Sales, (828) 288-6680 office, (410) 916-9163 cellular.

QUESTION 3: C.4.2 - Projectile Design - It is stated that the training and training reduced lead projectile shall not be constructed with a jacket of any metal other than copper. Traditionally, bullet jackets are constructed from various brass alloys which are primarily made from copper. Is brass (alloy of copper and zinc) an acceptable projectile jacket material?

Brass (alloy of copper and zinc) is acceptable. (Refer to Amendment 1).

QUESTION 4: C.4.3 - Projectile Accuracy Characteristics - Test Barrel - The accuracy requirement is stated that the cartridge is fired from a 4.25" accuracy barrel manufactured to SAAMI standards for 9mm Luger. SAAMI does not specifically state nominal dimensions for accuracy type barrels, however, SAAMI does state that the nominal velocity and pressure barrel length for 9mm Luger is 4.00". Maya manufacturer submit data that is fired from a nominal 4.00" barrel rather than a 4.25" barrel?

It is acceptable for a manufacturer to submit test data for accuracy using a 4.00" test barrel. The use of a 4.00" test barrel should be noted on the manufacturer's data sheet.

QUESTION 5: C.4.4 - Cartridge Case - It is required that the cartridge case shall bear the head stamp of the manufacturer and the caliber of the round. It further states that the year of manufacture is desirable on the head stamp. Is it acceptable to provide a head stamp that does not include the year of manufacture on solicitation samples, provided that the final head stamp configuration to be used if awarded a contract is properly shown on the cartridge drawings provided in the technical submission?

The year of manufacture or, alternately, a code letter to indicate the year of manufacture, is desirable, not required. It is acceptable to provide ammunition without the year head stamp marking.

QUESTION 6: M.3.4 - Phase II - 6 - Penetration - It is stated that penetration testing is performed with a 4.25", 1:10 twist test barrel. The standard barrel length for 9mm Luger as outlined by SAAMI is 4.00". Is manufacturer's data generated from a 4.00" barrel with 1:10 twist acceptable?

It is acceptable for a manufacturer to submit test data for penetration using a 4.00" test barrel. The use of a 4.00" test barrel should be noted on the manufacturer's data sheet.

QUESTION 7: M.3.4 - Phase II - 6 - Penetration - Test event #2 indicates that a single layer of denim is to be used in the "heavy clothing". The manufacturer has attempted to acquire the "Sew Classic Denim" from inside a physical JoAnn Fabrics store and was told that the JoAnn warehouse was no longer stocking this item. Can an alternate 120z denim be utilized?

QUESTION 8: M.3.4 - Phase II - 6 - Penetration - Test event #3 indicates that two pieces of 20-gauge cold rolled steel are to be used. However, the barrier material information section on page 102 states that 316 stainless steel is to be used. The manufacturer has completed testing between traditional FBI protocol 20ga galvanized steel and 20ga 316 stainless steel and noted a substantial difference in penetration results. What is the correct steel to use?

QUESTION 9: Is ISO 9001 compliance a mandatory requirement for an acceptable bid submission?

ISO 9001 compliance is preferred, not required. (Refer to Amendment 1)
