About this file
This is a Request for Proposal (RFP) issued by the State of Colorado Department of Revenue, Division of Motor Vehicles, seeking qualified vendors to provide, install, and maintain hardware for an existing queuing and appointment scheduling system across Colorado Driver's License Offices (DLOs). The solicitation requests kiosks, overhead TV monitors, media players, indoor speakers, cables, software, cabinets, and related components necessary for a fully functional queuing system compatible with the existing QFlow application. The RFP covers 31 DLO locations statewide, with 15 locations currently operating the system requiring replacement hardware and 16 additional locations requiring new installations. The inquiry deadline was November 5, 2014, with proposals due November 25, 2014, at 1:00 PM Mountain Time. Oral presentations were estimated for the week of December 15, 2014, with a Notice of Intent to Make Award posted January 7, 2015. The implementation deadline for full system installation, testing, and acceptance is May 31, 2015. The initial contract term is three years with options to renew for up to two additional one-year periods. DLO site visits were not required but were permitted at offerors' discretion with minimal disruption to operations.
All costs must be comprehensive and inclusive of hardware, software, installation, implementation, maintenance, support, training, travel, and administrative expenses for the entire contract period. The RFP requires new, not refurbished or remanufactured hardware, with all components subject to Colorado Information Security Policies and OIT security standards. Hardware must be currently available and not at end-of-life, with vendors responsible for replacement one year prior to end-of-life at their expense. The State will award to the responsible offeror whose proposal is most advantageous considering technical qualifications, proposed system capabilities, implementation plan quality, long-term account management and support offerings, and pricing. Evaluation will be conducted by a State committee, with potential for clarification requests, oral presentations, and best and final offers. All proposals become State property upon submission, and the State reserves the right to cancel the RFP without penalty or reject any proposals.

3.21 Acceptance of Proposal Content
