About this file
This is an Attachment F to a Request for Proposal (RFP S-62900-00017640) issued by the State of Oregon's Department of Administrative Services Procurement Services for environmental compliance and planning services supporting the Umatilla National Forest Interdisciplinary Team. The procurement seeks to contract with a qualified firm to provide a Hydrologist and Fisheries Biologist as team members. The attachment focuses on certified disadvantaged business outreach requirements rather than specifying project timelines, quantities, site visits, or award dates. Proposers must submit all required documents by the proposal closing date to be considered for contract award.
This attachment establishes mandatory outreach and participation requirements for certified disadvantaged businesses under Oregon Revised Statutes 200.055. Proposers must disclose whether they hold Oregon Certification Office for Business Inclusion and Diversity (COBID) certification as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses. All proposers must demonstrate reasonable steps to ensure certified firms have equal opportunity to compete for subcontracts, including providing lists of certified firms contracted within the past two years, identifying potential subcontracting opportunities with estimated dollar values, and committing to report subcontractor information to COBID if awarded. The evaluation of responses to this certification requirement will not be scored as part of the proposal evaluation process.
