About this file

This is a Cost Proposal Form (Attachment E) for RFP S-62900-00017640 issued by the State of Oregon for environmental compliance and planning services with the Umatilla National Forest. The contract seeks to establish a services agreement for a Hydrologist and Fisheries Biologist to serve on an Umatilla National Forest Interdisciplinary Team. The proposal requires pricing for six distinct line items covering remote work, onsite office work, and onsite field work for both positions. The estimated quantities total 450 days across all categories: Fisheries Biologist remote work (141 days), onsite office work (24 days), and onsite field work (60 days); Hydrologist remote work (89 days), onsite office work (96 days), and onsite field work (40 days). The Hydrologist position assumes up to eight days per month in a USFS office in Ukiah, Heppner, or Pendleton, Oregon for twelve months, with up to eight field days monthly for five months annually. The Fisheries Biologist position assumes up to two office days per month for twelve months in Pendleton, Oregon or Walla Walla, Washington, with up to twelve field days monthly for five months annually.

Proposers must submit pricing for all six items, as failure to provide complete pricing may result in proposal rejection. All costs including travel, per diem, transportation, equipment, fuel, and other expenses must be included in the unit price; travel time and expenses to and from job sites, along with mobilization and demobilization costs, will not be reimbursed by the agency. The agency reserves the right to award all, part, or none of the proposed items and may request different quantities or remove entire items as needed. The unit price for each item will be multiplied by estimated units to calculate the total unit amount, with all totals summed to determine a grand total used for price scoring purposes.
