About this file

This is a Questions and Answers (Q&A) worksheet for Request for Proposals RFP202690000721 issued by West Virginia University to solicit proposals for a Liquid Chromatograph/High-Resolution Accurate-Mass Spectrometer System (LC/HRAM-MS). The worksheet serves as an attachment requiring vendors to provide detailed responses regarding their proposed system specifications, product differentiation, company qualifications, and quality certifications. Prospective bidders must address 31 specific questions organized into three categories: General Questions, Product-Specific Questions, and Service Questions. The General Questions section requests confirmation of specification compliance, competitive advantages, quality certifications, and any supplemental information. The Product-Specific section comprises 10 questions addressing technical performance metrics including mass resolution, mass accuracy, sensitivity, and acquisition speed; upgrade capabilities for additional ionization methods; spectral library inclusions and costs; analytical column specifications; maintenance and cleaning procedures; consumable costs for the first year; PFAS-free component availability; installation requirements; spatial and delivery constraints; and lead time for delivery and installation.

The Service section contains 11 questions covering account support plans, warranty options, extended warranty coverage details, technical support availability and associated charges, service call response times and turnaround capabilities, contracted service agreements beyond initial warranty periods with cost estimates, training offerings during installation including duration and scope, availability of additional training sessions, ongoing application support, product discontinuation support duration, product introduction date, and manufacturing and assembly location. Vendors must complete the worksheet by providing responses in designated gray-shaded areas alongside each question, including company name, contact name, contact email address, and contact phone number. The document does not specify pricing requirements, set-asides, incumbent information, funding sources, or contract terms in the Q&A worksheet itself.

Instructions:
Provide feedback for the following information below as requested. Fill out your response in the gray shaded area to the right of the question.
General Questions
1Can you please confirm your Proposal meets the outlined specifications?
2What differentiates this product from your competitors?
3What differentiates your company from competitors?
4What quality certifications do you hold?
5Is there any additional information that you would like provide?
Product Specific
6Describe the specifications and performance of the proposed LC/HRAM-MS system, specifically mass resolution, mass accuracy, sensitivity, and acquisition speed. Attach any technical documentation as support.
7Can the LC/HRAM-MS be upgraded to allow for additional ionization methods such as atmospheric pressure chemical ionization (APCI), matrix assisted laser desorption ionization (MALDI), or desorption electrospray ionization (DESI)? If so, what components would need to be added?
8Are spectral libraries included with included data analysis software? Are future costs required for updating any included spectral libraries? Are additional library packages available? If so, is there additional cost for accessing these libraries for spectral searching/compound annotation?
9Does your Proposal include any analytical LC columns? If so, what are the specifications of the included columns and what experimental workflows/compound classes are the included columns optimized for?
10Can routine cleaning and maintenance of Ion Source and front-end optics be completed by the end-user, or does a service engineer need to be dispatched?
11Can small consumable parts be ordered for routine maintenance? Do you need to purchase a full kit or are individual parts able to be ordered as needed?
12Can routine cleaning of the ion source and ion transfer inlet capillary be conducted without venting the MS instrument?
13What is the estimated cost of consumables, including materials required for routine calibration, cleaning, and maintenance, for the first year of system operation?
14Are PFAS free LC component kits available or included in the Proposal? If so, can installation of the kit be performed by the end-user, or does a service engineer need to perform the installation?
15Would any additional components need to be purchased separately to facilitate installation and setup of this system?
16Are there any special space requirements (room dimensions, temperature, humidity, etc.)? Is an onsite pre-installation inspection required?
17A dedicated freight elevator is not available within the building, is a normal passenger elevator sufficient for delivery of system components to installation site? Is there a minimum door width/height required for delivery of the system components to the installation site?
18What is the current lead time for delivery and installation of this equipment?
19Does your Proposal include an additional MS system (i.e. triple quadrupole) bundled with the primary HRAM-MS system? If so, can you describe any additional site requirements for installation? Will installation of both systems be completed at the same time or will each need to be scheduled separately?
Service
20How do you plan on supporting our account?
21What warranty options do you provide?
22Describe the service and support offered under extended warranty coverage options.
23Is there a charge for over-the-phone or email technical support?
24What is the response time for service calls? This includes turnaround time for onsite repairs as well as returned phone calls for phone support.
25Are contracted service agreements available beyond the expiration of any warranty included in the initial purchase of the system? If so, what is included in the service contract for the included systems? Can you provide an estimate of cost for purchasing a yearly service contract for the proposes LC/MS system?
26What training will be offered during the installation? How long will the training session last? What will be covered during the training session? What samples can be run?
27Detail what additional training sessions are available through your company.
28Is ongoing application support available at no cost?
29How long do you support your LC/MS system if it were to be discontinued?
30When was the proposed LC/MS first introduced as a new product?
31In what country was the proposed LC/MS manufactured? Assembled?
