About this file

This is a Request for Proposal issued by the State of Minnesota Department of Administration, Office of State Procurement, to establish one or more contracts for prescription safety glasses and related services to be provided to eligible State of Minnesota employees and Cooperative Purchasing Venture (CPV) members across all regions of the state. The solicitation seeks qualified responders to provide a comprehensive optical dispensary network throughout Minnesota where state employees can view frames, receive fittings and adjustments, and complete order fulfillment; prescription safety glasses manufacturing capabilities either within the responder's organization or through established partnerships; and comprehensive customer service, fulfillment, and administrative support to manage orders and maintain service quality. The SWIFT Event ID is G0210-2000018551, with responses due by 3:00 p.m. Central Time on October 5, 2026. Questions must be submitted in writing to Paul Thomas, Acquisition Management Specialist, by September 21, 2026, at 3:00 p.m. CT. The anticipated contract term is from November 1, 2026, through June 30, 2028, with the option to extend up to an additional 28 months in increments determined by the State. Evaluation and selection is anticipated to be completed by October 21, 2026.

The estimated total dollar value of the contract for one year is $75,000.00 to $125,000.00; however, these figures are neither minimum nor maximum obligations, and estimated quantities impose no obligation on the State. Responders must submit cost details using the provided Exhibit D Price Schedule and must offer at least five different frames at no cost. Evaluation occurs in three phases: Phase 1 assesses responsiveness and pass/fail requirements; Phase 2 evaluates responses based on acceptance of state terms and conditions (50 points), authorized dispensary network (200 points), frames guide (125 points), VPAT accessibility form (25 points), and price schedule (600 points), with up to 120 additional preference points available for eligible targeted group, economically disadvantaged, veteran-owned, or DEED/DHS businesses; Phase 3 selects finalist(s) based on best value. Responders must provide a fully functional online order form website, a VPAT 2.5 INT accessibility assessment, an optical dispensary network list, a comprehensive frames guide, sample order forms, sample invoices and quotes, and must comply with all specifications in the sample contract. The State reserves the right to award to a single responder or multiple responders, reject all responses, cancel the solicitation, conduct negotiations with the highest scoring responder(s), and request best and final offers. All work and data storage must be performed within the United States borders, and responders must comply with Minnesota data security and prohibited substances requirements.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities.

Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651.201.2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.

SWIFT SUPPLIER PORTAL SECURITY CHANGES

There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

The Responder(s) shall provide the goods and services necessary to ensure employees have access to safe, stylish, and affordable prescription safety eyewear.
