About this file

This is a Request for Proposal notes document prepared by the City of Detroit's Construction & Demolition Department (CDD) and Building, Safety Engineering and Environmental Department (BSEED) for emergency residential demolition services at 12882 Whitcomb, Michigan. The project involves the demolition of a one-story frame dwelling with shed that sustained severe fire and structural damage on March 3, 2026, leaving only the exterior walls intact with significant interior destruction. The property contains fire debris and trash throughout and is located adjacent to two occupied neighboring homes. The project has been posted with an Emergency-DEMO placard, and emergency timelines must be met regardless of frost law restrictions. Contractors must comply with all applicable contractual timelines and project requirements as outlined in the demolition scope of services.

Backfill material must be sourced from a Category 2 source approved on the City of Detroit Backfill platform. The Detroit Water and Sewerage Department (DWSD) will be notified upon BSEED Open Hole Approval to verify water service line material and remove any lead service lines within five business days, with this inspection period pausing the contractor's term of performance. The successful vendor is subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, which governs contractor conduct and compliance standards. The demolition issue will be tracked in Salesforce to document hold dates and project release dates, ensuring accurate performance tracking and contractual timeline compliance.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
