About this file
This Amendment A001 document, issued by the University of Maryland Department of Procurement & Business Services on October 28, 2025, pertains to RFP No. 22408 for On-Call Pipe Insulation Contracting Services. The solicitation seeks to establish on-call contracts with insulation contractors to provide labor, materials, equipment, and supervision for pipe insulation projects at the University of Maryland, College Park and other University System of Maryland (USM) Service Center institutions on an as-needed basis. The work encompasses minor insulation repairs and medium-to-large-scale insulation replacement projects. The pre-proposal conference was held on October 28, 2025 at 9:00 A.M. ET via Zoom, with attendance from representatives of Trinity Energy Insulation and Delaware Cornerstone Builders, among others. The questions due date is November 4, 2025 at 3:00 P.M. ET, proposals are due November 18, 2025 at 3:00 P.M. ET, and contract award is estimated for January 2026. The University intends to make multiple awards based on the lowest priced, technically acceptable proposer methodology.
Technical evaluation will assess Project Approach, Experience on Similar or Relevant Projects (requiring three projects within the last five years with minimum values of $25,000 for two projects and $15,000 for one, with only one reference allowed from UMD), References, Proposer's Personnel, Proposer's Company Profile, and Economic Benefit to Maryland. Proposers must submit one electronic copy each of technical and price proposals with all required forms, including a transmittal letter, conflict of interest affidavit, social responsibility affidavit, and certification regarding IRAN investment activities. This is a Certified Small Business Procurement, requiring contractors to be registered in the Maryland Program to be eligible for award. Price proposals will only be evaluated for proposers deemed technically acceptable by the Technical Evaluation Committee.

PRE-PROPOSAL CONFERENCE – MEETING MINUTES
MEETING DATE: October 28, 2025, 9:00 am
LOCATION: https://umd.zoom.us/j/95631593168
ATTENDEES: See attached sign-in sheet for full attendance
PUBLISHED: October 28, 2025
A. Introductions and Opening Remarks
• The meeting started on or around 9:00 am with a review of the meeting agenda and brief introductions of personnel involved with the project.
B. Procurement – Patrick Walsh (UMD) reviewed the project outline including a brief discussion of delivery method, award, and basis for award. Reviewed project schedule, including overall project milestone dates. Procedures and deadlines for submitting questions were covered: All questions must be in writing and submitted to the attention of the Procurement Officer to washpt@umd.edu using the RFP # and Project Name as instructed in the RFP. The Procurement Officer is the only point of contact during the solicitation process.
C. Project Description – Patrick Rhodes (UMD) gave a brief explanation of what is expected of awarded contractors and an overview of the types of projects that will be done under the awarded on-call contracts. It was noted that job sites should be kept clean of debris and UMD is not responsible for any equipment left behind.
D. Technical Proposal Submittal – Patrick Walsh (UMD) explained that proposers shall submit one (1) electronic copy, using the link provided in the RFP.
Participants were also reminded to prepare a detailed response to each area of the technical criteria, submittal of all forms, address all points in the RFP, include a Transmittal Letter with contact information, and name the file as: “RFP No., Technical Proposal, Company Name.”
E. Proposals and Evaluation (Technical Evaluation) – Patrick Walsh (UMD) provided a review of the requirements for submitting the technical proposal and associated documents, which included a discussion of the following factors: Project Approach, Experience on Similar or Relevant Projects, References, Proposer’s Personnel, Proposer’s Company Profile, and Economic Benefit to Maryland. It was also emphasized to participants the importance of reading the technical requirements to have clear comprehension and prepare a proposal that met them, as well as to use proper position title and use employees with the required minimum years of relevant experience. Regarding Experience, it was noted that the minimum value of the three projects vary – two are at $25,000 and one is at $15,000 – and that https://umd.zoom.us/j/95631593168 mailto:washpt@umd.edu
Proposal No. 22408 Amendment Number A001 multiple task orders in an on-call situation are not allowed to combine together in reaching those values.
Also, the RFP allows just one reference from UMD, but other University System of Maryland institutions do not fall under this requirement. In performing the Economic Benefit to Maryland, proposers should not use financial information from their Price Proposal.
F. Price Proposal Submittal - Patrick Walsh (UMD) explained that proposers shall submit one (1) electronic copy, using the link provided in the RFP.
Price Proposals will only be evaluated for those proposers determined by the Technical Evaluation Committee to be technically acceptable and susceptible of award. Please address all points in the RFP, and name the file as: “RFP No., Price Proposal, Company Name.” It was also stressed to not comingle information as the Price Proposal will not be opened unless the Technical Proposal passes, so any information included in the Price Proposal will not be seen by evaluators.
G. Participants were reminded to review insurance requirements, sexual harassment and smoking policies, parking on campus requirements, and that questions must be submitted in writing to walshpt@umd.edu using the RFP # and Project Name.
Note: The items mentioned above, which are not all-inclusive of the RFP, provide a summary of the project, and proposal submittal procedures. Prospective proposers should review the RFP in its entirety and submit questions, in writing, in areas where clarification is needed.
